Chairman of provincial People’s Committee inspects site clearance for Ninh Binh - Hai Phong expressway project

Chairman of provincial people’s committee Pham Quang Ngoc on September 15 inspected the progress of site clearance for the project of Ninh Binh - Hai Phong expressway's section running through Ninh Binh province.

Ngoc made a field survey and worked with leaders of localities which are affected by the project and investors, contractors.
The Ninh Binh - Hai Phong expressway's section running through Ninh Binh province has a total length of over 25.3 kilometres and runs through Yen Thang ward, and Yen Mo, Yen Tu, Khanh Nhac, Khanh Hoi, Khanh Trung and Khanh Thien communes.
It is designed to have four lanes and has total investment capital of 6.86 trillion VND sourced from the central and provincial budgets. Construction time lasts for three years (2024 - 2026).
To date, these affected localities have handed over 16.88 kilometres of cleared land to the contractors, accounting 67%; five resettlement areas in formerly Yen Mo district have been constructed and they will be completed by October 31, 2025.
At the working session, leaders of localities and the investor reported on the progress of construction; difficulties, hindrances and the reason of the sluggish site clearance.
Leaders of sectors, branches clarified opinions of localities related to site clearance.
At the same time, participants put forth tasks and solutions in a bid to speed up the site clearance, thus completing the project as scheduled.
After hearing reports and making a field survey, Ngoc spoke highly the efforts of localities, the investor and contractors in expediting the project.

Underscoring that this is a key national project that creates momentum for socio-economic development of Ninh Binh and other provinces in the Red River Delta, Ngoc asked localities and units to enhance cooperation so as to accelerate construction.
Localities need to review site clearance work, expedite construction of resettlement areas and choose competent contractors to carry out the project, he said.
At the same time, localities need to support the investor and contractors during the construction process, the Chairman noted.
Related departments, sectors and agencies must focus on removing difficulties and hindrances and guide localities to carry out site clearance as regulations, Ngoc added.
