The fourth plenum of the 14th Central Committee of the Communist Party of Viet Nam (CPV) continued its second working day in Ha Noi on October 6.

The fourth plenum of the 14th Communist Party of Viet Nam (CPV) Central Committee opened in Ha Noi on October 5 morning, with the Party and political system building and rectification among issues high on the agenda.

In his opening remarks, General Secretary and President To Lam said that the 14th National Party Congress set out major orientations and strategic goals, while the second and third plenums adopted important policies on Party building, personnel, development and national defence. The fourth plenum must focus on creating conditions for effective implementation while preparing the theoretical, organisational and human resources foundations for the country’s long-term development.

Ninh Binh province on October 2 held a programme to mark National Digital Transformation Day (October 10) and Vietnamese Digital Citizen Day (October 15), featuring the launch of its Intelligent Operations Centre (IOC), NinhBinh-S Digital Citizen application, and a campaign to promote the use of a “multimedia learning materials package.”

During the session, the NA Standing Committee will give opinions on a number of draft laws, namely the revised Land Law, the revised Housing Law, the revised Law on Real Estate Business, the Law on Legal Normative Documents, and the consolidated Law on the State Budget.

A memorial incense-offering ceremony marking the 726th death anniversary of Hung Dao Dai Vuong Tran Quoc Tuan was held on September 30 morning at Bao Loc Temple, a nationally recognised historical and cultural site in Nam Dinh ward.

At the second session, the NA is expected to consider and adopt 38 laws and seven resolutions containing normative legal provisions.

As part of its 2026 foreign affairs, a delegation from Ninh Binh province, led by Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, paid a working visit to the Republic of Belarus from September 25-29.

The meeting approved a plan to develop the project on reviewing the 2013 Constitution and studying and proposing comprehensive amendments to the Constitution.

The two countries also share common views on international law, free trade and regional stability, with complementary strengths in play: Vietnam is leaning on science, technology and global integration to hit development targets for 2030 and 2045, while Canada is diversifying its markets and expanding its footprint in the Indo-Pacific.

Appreciating Vietnam’s active and pioneering engagement in security, political affairs, sustainable development and a just energy transition, Secretary-General Guterres expressed his hope that Vietnam will continue to play a strong role in the world’s transformation, contribute to efforts to address climate change under the Just Energy Transition Partnership (JETP), and promote emerging technologies, including artificial intelligence (AI).

Vietnam plans to connect its national digital identification application VNeID with the electronic identification systems of Singapore and Laos, with a view to expanding the connection to other ASEAN countries.
