Favourable investment climate enables Ninh Binh to welcome new capital inflows

With a strong determination to build an open, transparent and business-friendly investment environment, Ninh Binh is stepping up administrative reform, upgrading infrastructure, supporting businesses and proactively attracting high-quality investment, gradually realising its goal of becoming a modern industrial hub.

A trusted investment destination
In early August 2026, AEON Vietnam Co., Ltd. officially broke ground on the AEON Phu Ly Shopping Mall in Phu Ly ward, with total investment capital of more than 940 billion VND.
Covering a total floor area of more than 26,260 sq.m. and featuring parking facilities for nearly 300 cars and 1,400 motorbikes, AEON Phu Ly is expected to become a modern destination for everyday shopping, dining and entertainment, meeting the needs of local residents.
Tezuka Daisuke, General Director of AEON Vietnam, said that following a period of studying and surveying the local investment environment, AEON Vietnam had decided to invest in Ninh Binh, a locality experiencing rapid development.
The AEON Phu Ly project is also among the key projects in AEON's expansion strategy in the Red River Delta.
Scheduled to become operational by the end of 2027, the shopping mall is expected to create more than 800 jobs while providing additional market opportunities for local specialties, helping promote the image of Ninh Binh and contributing to the province's tourism development.
Alongside attracting new investment projects, Ninh Binh has been actively supporting existing projects. A number of businesses operating in electronics, computer equipment, textiles and protective products have expanded their operations and increased investment capital.
Wistron Infocomm Vietnam Co., Ltd., a wholly Taiwanese (Chinese) invested enterprise, has invested more than 360 million USD in Dong Van III Industrial Park since 2021. Specialising in the manufacture of information technology and electronic products, the company currently employs more than 12,800 workers and makes a significant contribution to the province's industrial production and exports.
According to Lin Su-Ming, General Director of Wistron Infocomm Vietnam, a favourable investment environment, together with timely support from Ninh Binh authorities, has been an important factor enabling the company to maintain stable operations and expand its production scale.
Issues related to administrative procedures, labour, customs clearance, electricity, transport and logistics have received close attention from the provincial authorities and been addressed promptly, giving the company confidence to make long-term investments and expand its operations.
According to the Ninh Binh Statistics Office, in the first seven months of 2026, the province granted investment certificates to 95 new projects, including 28 FDI projects and 67 domestic projects, with newly registered capital totaling 441 million USD and 10.53 trillion VND.
The province also approved capital increases for 67 projects, with additional investment capital of 812.1 million USD and more than 13.46 trillion VND.
These results further underscore Ninh Binh's growing appeal as an investment destination.
Upgrading infrastructure
To proactively create land areas with completed infrastructure and be ready to welcome investors, Ninh Binh is accelerating investment in and upgrading industrial park infrastructure toward greater integration and modernisation.
Under the Ninh Binh Provincial Planning for 2021-2030, with a vision to 2050, the province is set to have 97 industrial parks covering a total area of nearly 47,800 hectares.
At present, 20 industrial parks are already operational, covering more than 4,880 hectares and attracting 1,172 secondary investment projects. Meanwhile, site clearance and infrastructure development are underway at 12 additional industrial parks.
With work starting in late 2025, Minh Chau Industrial Park covers nearly 300 hectares and has total investment capital of more than 1.4 trillion VND. Basic construction works have now been completed, with the industrial park expected to become fully operational in the fourth quarter of 2026.

Vu Minh Hung, Head of the Project Management Board for Investment, Construction and Infrastructure Business of Minh Chau Industrial Park (Phase 1), said the industrial park had been planned as a modern, integrated industrial complex, with complete transport, electricity, water supply, telecommunications and drainage systems to meet the needs of investors.
Several domestic and foreign investors have already registered sites to build factories at the industrial park, he added.
Alongside the Minh Chau project, infrastructure projects at Dong Van V, Xuan Kien, Hai Long VSIP, Trung Thanh and Chau Giang II industrial parks are also stepping up site clearance and construction, with a view to becoming operational as scheduled. These efforts are expected to gradually improve industrial infrastructure and strengthen Ninh Binh’s capacity to attract investment.
In parallel with developing infrastructure for industrial parks and clusters, Ninh Binh is accelerating administrative reform in the investment sector and expanding the delivery of online public services. Applications are now received, transferred and processed digitally, ensuring greater transparency while shortening processing time. The approval and adjustment of investment policy approval procedures, for example, have been reduced from 25 to 17 days, while the issuance of investment registration certificates has been cut from 15 to 10 days and adjustments to investment registration certificates from 10 to seven working days.
These improvements in administrative procedures have contributed to better provincial governance. In 2025, Ninh Binh scored 93.08 points on the Provincial Public Administration Reform Index (PAR Index), ranking fourth nationwide. Its Satisfaction Index of Public Administration Services (SIPAS) stood at 83.33%, placing the province 18th among 34 provinces and centrally-governed cities. Notably, Ninh Binh’s 2025 Provincial Competitiveness Index (PCI) score reached 65.46 points, putting it among the 13 localities classified as having a “fairly good” business environment.
According to Dang Thanh Son, Vice Chairman of the Ninh Binh Provincial People’s Committee, the province consistently pursues a policy of accompanying businesses, entrepreneurs and investors, creating favourable conditions for enterprises to operate and grow in a stable and sustainable manner. Alongside attracting a growing number of large-scale projects with substantial capital, Ninh Binh is gradually building an image as a locality with an increasingly friendly, transparent, efficient and secure investment and business environment.
In addition to streamlining administrative procedures, provincial leaders regularly meet with businesses and organise thematic dialogues to promptly address difficulties and obstacles facing investors.
To improve the quality of investment attraction, Ninh Binh is prioritising strategic investors with strong financial capacity, modern technologies and advanced management expertise. At the same time, the province is strengthening regional connectivity, improving the quality of its workforce and developing a more comprehensive industrial ecosystem, with the aim of enhancing its competitiveness and position on both Vietnam’s domestic and international investment map./.
