In accordance with Resolution 07-NQ/TU, the strategy aims to develop the cultural and tourism industry of Ninh Binh province into a key economic cluster, shifting from single-sector to multi-sector development, linking innovation with heritage preservation, and building Ninh Binh into a UNESCO-recognised global creative city by 2045.
