Ninh Binh, Ca Mau spur comprehensive cooperation in 2026-2030 period

Ninh Binh and Ca Mau provinces held a conference at the Ninh Binh Provincial Party Committee’s headquarters on August 15 to promote the implementation of their cooperation programme for the 2026 2030 period.

The conference was co-chaired by Tran Huy Tuan, Member of the Party Central Committee and Secretary of the Ninh Binh Provincial Party Committee, and Nguyen Ho Hai, Member of the Party Central Committee, Secretary of the Ca Mau Provincial Party Committee and Head of the provincial Delegation of National Assembly Deputies.
Speaking at the event, Tuan said the close ties between Ninh Binh and Ca Mau provinces over the past 65 years represent a valuable spiritual asset that should be preserved and passed on to future generations.
Building on this foundation, he called on the two provinces to identify practical and feasible areas of cooperation that can deliver tangible results. He also urged them to leverage their respective strengths and complementary advantages, strengthen connections among government agencies, businesses and local communities, and deepen bilateral cooperation in a substantive and sustainable manner.

Over the past period, cooperation between Ninh Binh and Ca Mau has expanded across a range of areas, gradually becoming more substantive and focusing on tapping each province's potential and strengths while supporting their respective socio-economic development.
In investment promotion, the two provinces have regularly exchanged information and shared experience in attracting investment, improving the business environment and supporting enterprises. Notably, in early April 2026, Ca Mau coordinated with Xuan Thien Group to support a survey of the waters surrounding Hon Khoai Island to assess the potential for developing a complex combining industrial and agricultural facilities, a smart urban area, tourism, port logistics and energy projects.
Trade connectivity and the promotion of local specialty products and One Commune One Product (OCOP) products have also been strengthened. In 2025, the two provinces organised conferences to connect the supply and demand of goods, attracting more than 50 establishments, businesses, cooperatives and OCOP producers, with 21 cooperation agreements signed.
As a result of the cooperation programmes, products from seven Ca Mau businesses and cooperatives are now displayed and sold at distribution outlets in Ninh Binh, while Ninh Binh products have been introduced at eight product display and sales outlets in Ca Mau. These activities have gradually established channels for interprovincial trade, product exchange and consumption.
In agriculture, natural resources, the environment and the marine economy, the two provinces have actively exchanged experience and promoted the application and transfer of scientific and technological advances in production.
Cooperation has also been expanded in culture, sports and tourism, as well as science, technology and innovation. The two provinces have stepped up exchanges and shared experience in education, healthcare and social welfare.
At the conference, delegates from both provinces discussed and agreed on key priorities for implementing the 2026 2030 cooperation programme. These include strengthening links among government agencies, organisations and businesses, while expanding cooperation in investment and trade promotion, tourism, agriculture, science and technology, culture, education, healthcare and social welfare.
Delegates also proposed adding activities under the themes of “Gratitude to those who made sacrifices” and “When drinking water, remember its source” to mark the 80th anniversary of War Invalids and Martyrs Day.

Hai expressed his hope that the two provinces would coordinate to establish a Ninh Binh Cultural Space at the Dat Mui National Tourism Area. The initiative would showcase Ninh Binh's image, culture and OCOP products to local residents and visitors, while the two sides would also study the establishment of a Ca Mau Cultural Space in Ninh Binh.
He also called for closer exchanges of information on martyrs and people with meritorious services, as well as coordination in selecting and naming roads and public works after outstanding martyrs from the two provinces. Such efforts would contribute to educating younger generations about the nation's traditions, Hai added.

For his part, Tuan stressed that preserving and strengthening the solidarity and close bonds between the Party organisations, administrations and people of the two provinces should remain the foundation of bilateral cooperation.
He said cooperation programmes should continue to incorporate activities aimed at educating people about historical traditions, promoting people-to-people exchanges and cultural and artistic interaction, and honoring and supporting those who rendered services to the country. These efforts would help nurture and spread the longstanding goodwill between Ninh Binh and Ca Mau.
