The plan aims to concretise the objectives, tasks and solutions for developing digital infrastructure in line with resolutions and decisions of the central authorities, as well as Ninh Binh’s orientations for science and technology, innovation and digital transformation.
Under the plan, digital infrastructure is identified as a key foundation for building digital administration, improving the effectiveness and efficiency of state management, creating a more favourable investment and business environment, and accelerating comprehensive digital transformation across the province.
Digital infrastructure development will be prioritised and modernised to “stay one step ahead,” in line with the provincial master plan and other technical infrastructure systems, including transport, power, public lighting and underground facilities.
The development process will ensure continuity, integration and a clear roadmap. Priority will be given to utilising national shared infrastructure and adopting new technologies, while promoting infrastructure sharing, optimising existing facilities and mobilising social resources for investment.
Under the specific targets, in 2026, Ninh Binh aims to have 90% of its adult population using smartphones, 100% of households covered by fiber-optic broadband Internet, and 70% of users able to access fiber-optic connections with speeds of at least 1Gbps. The province also targets 70% 5G mobile broadband population coverage, with minimum speeds of 100Mbps. More than 50% of the adult population is expected to have digital or electronic signatures.
By 2030, the province aims for 100% of its adult population to use smartphones, 100% of households to have access to fiber-optic broadband Internet, and 99% of the population to be covered by 5G mobile broadband networks. More than 70% of adults are also expected to have digital or electronic signatures.
Ninh Binh also plans to build the capacity and infrastructure needed to be ready for pilot deployment of 6G mobile networks in industrial parks and urban areas.
To achieve these targets, the province will focus on developing telecommunications and Internet infrastructure, data infrastructure, digital physical infrastructure, public digital infrastructure and digital technologies.
The plan also calls for the development and deployment of a province-wide shared Internet of Things (IoT) platform, while promoting IoT applications in smart cities, tourism, transport, energy, high-tech agriculture, industry and logistics.
At the same time, Ninh Binh will develop a provincial smart monitoring and operation centre, expand shared digital platforms and fully online public services, and provide essential digital services with people and businesses at the centre.
The implementation of the plan is expected to create a modern and integrated digital infrastructure foundation, improving the quality of public services, supporting businesses and residents, promoting the development of the digital economy and digital society, and strengthening Ninh Binh’s competitiveness during the 2026-2030 period./.
