The Ninh Binh Provincial People’s Committee on August 19 held a dialogue themed “Administration accompanying businesses for development”, focusing on solutions to remove obstacles and promote the development of industrial parks and industrial clusters. The programme aimed to improve the operational efficiency, infrastructure quality and investment appeal of industrial parks and clusters across the province.

Ninh Binh is currently planning 97 industrial parks covering a total area of 47,796ha, along with 114 industrial clusters spanning 6,557ha. Of the 32 industrial parks already established, 20 are operational, with an average occupancy rate of around 85%, while the remaining 12 are undergoing site clearance and infrastructure development.
The province has also established 61 industrial clusters. Of these, 25 are operational, 11 are under infrastructure construction, and 25 are completing procedures and site clearance for investment.

Addressing the event, Chairman of the Provincial People’s Committee Nguyen Thanh Binh said the province’s industrial sector grew 27% in the first half of 2026, three times higher than the national average.

The sector made a significant contribution to the province’s overall growth, with GRDP expanding 11.44%, ranking second nationwide and first in the Red River Delta. The results demonstrated that industry continues to be one of the province’s key growth drivers, he said.
Assessing Ninh Binh’s development potential, Binh said the province has favourable conditions to attract major investors. It will prioritise projects using advanced technologies, generating high added value and making efficient use of resources, while pursuing green and sustainable growth.
To realise this orientation, he asked investors and industrial park and cluster developers to mobilise resources to complete infrastructure in a synchronised manner, particularly environmental treatment, fire prevention and firefighting, electricity and water supply facilities, so that the sites are ready to accommodate new investment projects.
The Chairman also urged developers to ensure adequate funding and work closely with local authorities to accelerate site clearance in line with approved plans. Greater attention should also be paid to worker housing and accompanying social infrastructure to improve workers’ living conditions and help ensure a stable labour supply for industrial parks and clusters, he noted.
The official stressed that the province would not approve new projects for investors who fail to realise their commitments.
In response to businesses’ recommendations, Binh assigned specific tasks to relevant agencies, with particular emphasis on putting an interconnected one-stop-shop mechanism into operation to streamline procedures and shorten administrative processing times for investors.
He also called for the continuation of monthly meetings between leaders of the Provincial People’s Committee and businesses to promptly address difficulties and problems arising in the course of business operations./.
