Ninh Binh takes drastic action to put an end to IUU fishing and to get EC’s yellow card warning lifted

The People’s Committee of the northern province of Ninh Binh has just sent a dispatch No.2764/UBND-VP3 on thorough handling shortcomings, restrictions on the fight against illegal, unreported and unregulated (IUU) fishing. This move aims to mobilise the participation of the whole political system in protecting the sustainable development of the fishery and having EC’s yellow card warning lifted.
The provincial Border Guard Command propagate and disseminate fishmen about regulations on fisheries law and combat IUU fishing.
Accordingly, the provincial people’s committee asks local sectors, branches, coastal authorities to strictly implement the Secretariat’s Directive No.32-CT/TW and the Government’s Dispatch No.34/CĐ-TTG as well as other directives of the Government and Ninh Binh’s provincial people’s committee.
The Document also says that the heads of sectors, units, and localities must take responsible for any violations of IUU fishing.
The provincial Department of Agriculture and Environment must complete review and classify of vessels and update their information in the National Fisheries Database (VNFishbase) before May, 25, 2025.
The Department must strictly control vessels leaving and arriving at the port; control the quantity and seafood traceability.
It is also required to upgrade fish ports, enhance patrol and handle violations in the second quarter of 2026.
The provincial Border Guard Command regularly inspects and strictly controls the departure and arrival of fishing vessels and prevent vessels with “3 Nos” (no registration, no examination, and no license) so as not enter foreign waters illegally.
The provincial Border Guard Command must thoroughly deal with cases where vessels lose VMS (vessel monitoring system) connection, cross fishing boundaries, or enter foreign waters illegally.
Simultaneously, 100% of vessles leaving and arriving at the port will be controlled eletronically.
The Department of Science and Technology is tasked with inspecting enterprises and units providing mobile satellite services used for the vessel monitoring system (VMS) to ensure stable service provision according to regulations.
Coastal authorities are tasked with strictly managing vessels deemed unfit for operation consider applying measures to manage centralised anchoring, seal, and lock fishing vessels if necessary.
These localities must number list of violated vessels, or vessels at high risk of violating.
At the same time, member of the IUU task force must step up propagate and disseminate regulations on fisheries law and combat IUU fishing.
According to the lastest report, by the end of April, 2026, Ninh Binh province has 1,388 vessels with a length of six metres or more, of which 611 vessels are 15 metres or longer, making them mandatory to install VMS equipment.
100% of vessels have been registered and granted lisence before leaving the port. Registered vessels have been properly numbered and marked.
