After over 10 years implementing the project on restructuring agriculture toward increasing added values and sustainable development, the agriculture sector has enjoyed comprehensive development and shifted into goods production in a larger scale and more effective manner.
Production mindset has changed according to market demand while linkage models have focused on building stable raw material areas, ensuring quality and food safety.
The province currently has nearly 1,000 OCOP products recognised as 3-star or higher. The province has built and maintained over 400 large-scale field models; 123 value chain linkage models with sustainable linked raw material areas. In which, many models are implemented in the form of close linkage from supplying input materials such as seeds and fertilizers to product consumption like Toan Xuan clean rice model, Minh Duong dried potatoes, and Lenger clean clams.
Food safety control work has been effectively implemented. Currently, the province has 5,100 establishments, enterprises and cooperatives collecting, pre-processing, processing agricultural products, aquatic products and food; 230 establishments and enterprises building and applying advanced quality management programs such as: HACCP; GMP; VietGAP; ISO….; 279 raw material areas are granted growing area codes; 2 clam areas of the province have been certified to apply sustainable clam farming according to international ASC standards, qualified to harvest and supply for export processing.
Many processing factories have invested in synchronous and modern science and technology. Thanks to that, the quality and value of agricultural products of the province have been constantly improved.
Many products have been upgraded, improved in quality and design, affirming their position in the market, meeting the requirements of demanding markets such as Japan and EU countries with main products such as Lenger clean clams, Meat DeLi pork, MaVin sausages, Dong Giao pineapples, Ninh Co fish sauce, Minh Duong dried agricultural products, Nam Dinh clean salt, and Ninh Binh dried rice.
However, most of the food processing enterprises and facilities in the agricultural sector are currently micro-establishment, businesses or small enterprises.
Nguyen Hai Dang, Head of the Sub-department of Rural Development (under the Department of Agriculture and Environment) said that during their operations, these units are facing difficulties in finance, human resources and management capacity, leading to low application of state management regulations as well as post-harvest processing and preservation technology.
The application of digital transformation in the product consumption stages is still limited; and the negotiation and signing of contracts between producers and product consumption chains are not tight, he added.
Truong Quoc Bao, Deputy Director of the Department of Agriculture and Environment, said in recent times, the province has focused on promoting trade promotion, connecting product consumption, and actively promoting and advertising products.
The local agricultural sector is making efforts to step up support for establishments to build and publish product quality standards, build brands, product packaging designs, and use QR code stamps to prevent counterfeit and fake goods.
The province is actively implementing cooperation programmes, linking provincial enterprises and cooperatives with large enterprises, to create conditions for enterprises to participate in the supply chain; and promote digital transformation in agriculture.
Ninh Binh is also applying information technology and high technology in collecting, managing information, analyzing and warning about epidemics and natural disasters; and managing raw material areas, he added./.
