Prominent among those at the opening ceremony were Doan Minh Huan, member of the Party Central Committee, Secretary of the provincial Party Committee; Dinh Van Hung, former member of the Party Central Committee, former Secretary of the provincial Party Committee; Mai Van Tuat, Standing Vice Secretary of the provincial Party Committee and Chairman of the provincial People's Council; and Pham Quang Ngoc, Vice Secretary of the provincial Party Committee and Chairman of the provincial People's Committee.

Opening the session, Chairman of the provincial People's Council Mai Van Tuat said that the session will consider and discuss reports of the provincial People’s Committee on the performance of socio-economic tasks in 2024 and define tasks and orientations for socio-economic development in 2025; the results of addressing voters’ opinions before the 22nd session of the 15th provincial People’s Council; the finance-budget plan for 2025-2027; the implementation of public investment; corruption prevention and control; and thrift practice and wastefulness prevention.
The provincial People’s Council will also hold a question and answer session focusing on two main issues, including the state management of industrial clusters in the province and vocational training and job creation in the province.
The provincial People’s Council will consider and approve 34 important draft resolutions on socio-economic development, public investment, and budget collection and spending.

Secretary of the provincial Party Committee Doan Minh Huan delivered a speech at the opening session, stressing that the 26th session would discuss numerous important contents that could make great impacts on the socio-economic situation and targets and plans set for 2025 as well as for the whole 2020-2025 tenure. Therefore, delegates need to carefully consider, discuss reports, documents and draft resolutions to put forth solutions in a bid to remove bottlenecks and obstacles and spur the province’s development, he said.
In the morning, participants heard reports of the provincial People’s Committee on the performance of socio-economic tasks in 2024 as well as tasks and orientations for socio-economic development in 2025; implementation of state budget in 2024, the estimates and allocation of local budget in 2025 as well as the results of addressing voters’ opinions before the 26th session of the provincial People’s Council.
