The 16th Ninh Binh Provincial People's Council for the 2026-2031 tenure opened its mid-year regular session on June 24.

In his opening remarks, Chairman of the Provincial People's Council Le Quoc Chinh emphasised that the mid-year session held special significance since it would comprehensively evaluate the province’s socio-economic performance, national defence, security and operation of the two-tier local administration in the first half of 2026.
Simultaneously, the session would also consider strategic issues that create momentum to fulfill targets set for the first year of the 2025-2030 tenure and following years and lay a foundation to realise the goal of building Ninh Binh into centrally-run city before 2030, he said.
In particularly, the session would also consider and approve numerous important resolutions that have impact on economic development and social welfare in the province as well as personnel affairs under the Provincial People’s Council, Chinh stressed.
Chinh requested the deputies to the Provincial People's Council to promote the highest sense of responsibility to voters, focus on studying documents, discussing democratically, frankly, objectively and constructively, contributing profound, quality and practical opinions; consider and approve resolutions mentioned at the session.
At the meeting, on behalf of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Tran Song Tung presented a report on the implementation of the socio-economic development plan in the first half of 2026 and orientations and tasks set for the remaining months of the year.

Speaking at the session, Secretary of the Provincial Party Committee Tran Huy Tuan acknowledged and spoke highly the outstanding achievements made by the Party Organisation, administration, business community and local people in the first six month of 2026.

Amid the context of difficulties and challenges, Ninh Binh’s economy continued to maintain positive growth momentum with many important targets reached, thus creating favourable conditions for the province to realise the growth targets set for the whole tenure, he said.
Tuan also frankly pointed out some shortcomings, such as the slow progress of land clearance for some projects; the disbursement rate of public investment capital and land use fee collection not meeting requirements; the quality of cadres in some localities is uneven; and digital infrastructure and databases in some areas do not meet development requirements.
Emphasising that 2026 is the first year of implementing the Resolution of the 14th National Party Congress, the official stated that the central task in the remaining months of the year is to focus on decisive leadership and direction to complete and exceed the set socio-economic development targets, creating a foundation for the successful achievement of the goals of the term.
He requested the Provincial People's Council, its members, administrations at all levels and sectors, the business community, and the people of Ninh Binh to continue to thoroughly understand and decisively implement the resolutions and conclusions of the central authorities and the province; and to steadfastly pursue the goal of double-digit economic growth.
Simultaneously, it is a must to focus on accelerating the disbursement of public investment capital, collecting state budget revenue, improving the investment and business environment, developing the private economy, promoting digital transformation, enhancing the effectiveness and efficiency of local administrations at both levels; taking good care of the fields of culture, society, education, health, ensuring national defence, security and social order and safety, he noted.
Regarding the draft resolutions submitted at the session, Tuan requested members of the Provincial People's Council to demonstrate the highest sense of responsibility; carefully study the documents, discuss democratically and frankly, and contribute many opinions so that the resolutions can be implemented promptly.
* In the morning session, the Provincial People's Council continued to hear reports on the results of resolving voters' opinions and recommendations by the Provincial People's Committee; the results of monitoring the resolution of voters' opinions and recommendations by the Standing members of the Provincial People's Council; and several reports and presentations from departments and agencies.
The session also includes a question-and-answer session. The mid-year session will last until June 25./.
