Ninh Binh province currently has 1,369 fishing vessels, of which 616 are 15 metres or longer and are required to install vessel monitoring systems (VMS). To date, 613 out of the 616 vessels have installed VMS devices, reaching 99.51%.
According to the Ninh Binh Provincial People's Committee, in recent times, fishing port authorities have been monitoring catch volumes at ports. They and have also developed plans to monitor and statistically record catch volumes at private and traditional fishing ports in the province.
In addition, the provincial task force for verifying and handling fishing vessels that have lost VMS connection has been working actively and effectively.
As a result, several cases of violations involving VMS connection loss for more than 6 hours at sea have been severely punished. The rate of connection loss while vessels are operating at sea has decreased significantly.
According to statistics, in the first six months of 2026, Ninh Binh province's authorities detected and handled 202 cases of IUU fishing violations.
Ninh Binh province attributes these IUU fishing violations to the limited compliance of fishermen with fishing regulations and a tendency to evade them. Inspection and control of vessels departing and arriving at ports have not reached 100%.
In a report sent to the Ministry of Agriculture and Environment on July 4, Ninh Binh province requested it and other ministries and agencies to organise conferences to disseminate regulations related to the exploitation and use of the national fisheries database (Vnfishbase) and new legal documents issued by the Government and the Ministry of Agriculture and Environment.
It also requested that VMS equipment providers be directed to regularly inspect, maintain, and upgrade satellite transmission lines, ensuring that VMS equipment maintains a continuous and reliable connection./.
