    Ninh Binh aims to become global creative city

    The Ninh Binh Provincial Party Committee on January 30 issued Resolution No. 07-NQ/TU on the strategy for developing the cultural and tourism industry until 2030, with a vision to 2045. In accordance with Resolution 07-NQ/TU, the strategy aims to develop the cultural and tourism industry of Ninh Binh province into a key economic cluster, shifting from single-sector to multi-sector development, linking innovation with heritage preservation, and building Ninh Binh into a UNESCO-recognised global creative city by 2045.

    The Ninh Binh Provincial People's Committee has just issued a decision approving the adjustment of the Housing Development Programme for the 2021 - 2030 period to meet the actual needs of people, promote synchronous urban development, and ensure social security in the province.

    With modern, synchronous transport infrastructure and preferential policies for investors, Ninh Binh province reaped outstanding outcomes in investment promotion and attraction in 2025. From now until 2030, the province aims to develop modern industry, high-end tourism services, and green urban areas linked to heritage. To successfully achieve this goal, the province is actively promoting investment attraction, especially large-scale, high-tech foreign direct investment (FDI) projects, gradually positioning Ninh Binh on the national investment map.

    Ninh Binh works to realise urban system development strategy

    Investment-

    After the administrative unit arrangement, Ninh Binh province has a population of about 4.4 million people, with 129 commune-level administrative units (97 communes and 32 wards). The urban population (calculated by wards) is 1.36 million people, the urbanisation rate (calculated by ward population) is 30.74%. The province aims to have an urbanisation rate of 60.1% by 2030.

    Vietnam needs around 28 billion USD for green transition by 2030

    Investment-

    A joint report by the HCM City Institute for Development Studies and international partners estimates that the city alone will need about 990 trillion VND (nearly 38 billion USD) for its green transition and digital transformation over the next decade, averaging 4 billion USD annually.

To achieve the target, in recent times, the province has focused on key areas such as industrial development, tourism, education and training, healthcare, innovative startups; attracting investment resources for strategic infrastructure such as highways, airport, deep-water seaports, high-speed railway stations, inter-regional connecting routes; developing urban areas associated with public transport; forming a chain of modern urban areas, linking industrial parks, tourist areas, and economic zones.

    Country aims to lift all poor communes out of poverty by 2030

    In the proposed investment policy for the national target programmes on new-style rural area development and sustainable poverty alleviation for the 2026 2035 period, one specific objective set for 2030 is to ensure that 100% of poor communes nationwide are lifted out of poverty.

    The conference is connected to sites nationwide, with the participation of more than 1.2 million delegates, and broadcast live on national television and radio channels.
