Accordingly, every year, the province will organise activities to release aquatic resources to regenerate; implement co-management, and delegate rights to the community to protect resources in conjunction with new-style rural area construction and eco-tourism development.
At the same time, the province will convert occupations that greatly harm aquatic resources and habitats to environmentally friendly occupations, and implement measures to combat illegal, unreported and unregulated (IUU) fishing.
Along with that, the province will continue to invest in and upgrade the fishing port system, boat mooring areas, and concentrated farming area infrastructure; apply high technology, expand industrial shrimp farming areas and convert ineffective rice fields to aquaculture.
According to the plan, Ninh Binh will gradually take the initiative in production, meeting the demand for marine fish, freshwater aquatic products and 100% bivalve molluscs.
At the same time, it will build a production - processing - consumption chain, ensuring stable output for about 25% of aquaculture products. The value of aquatic production in the period 2026-2030 is estimated at 51.16 trillion VND, with an average growth rate of 3% a year.
Regarding the key tasks, Ninh Binh will organise periodic 5-year surveys and assessments of aquatic resources and habitats, as a basis for determining reserves and allocating exploitation quotas.
At the same time, it will strengthen the protection and development of resources, manage aquatic conservation areas, and prohibited exploitation areas according to regulations; release additional and restore indigenous and rare aquatic resources in natural wetlands and aquatic spawning grounds.
The province will resolutely handle the use of electric shocks, toxic substances, and prohibited occupations; and control the exploitation, breeding, transport, and trading of endangered, precious, and rare aquatic species.
The local authorities will increase patrols, inspections, and control of exploitation activities at sea and inland./.
