The overall goal of the programme is to develop housing that meets the needs, ensuring quality and reasonable prices for target groups, especially those with middle and low incomes and policy beneficiaries.
At the same time, the province aims to build a sustainable and transparent real estate market, closely linked to planning and limiting speculation and waste of land resources.
In the 2026 2030 period, Ninh Binh will focus on renovating and rebuilding old apartment buildings, with a focus on the 5-story project on Tran Dang Ninh Street and providing housing for households in two old apartment buildings on Hoang Van Thu Street.
Housing development is implemented through projects to ensure the synchronisation of technical and social infrastructure and to align with the urban development orientation of each area.
According to the plan, by 2030, the province aims to increase the average housing area to 40 sq.m floor space per person, with approximately 42 sq.m floor space per person in urban areas and 37 sq.m floor space per person in rural areas. At the same time, it will increase the percentage of solid and semi-solid houses to 100%, gradually eliminating all rudimentary housing.
In terms of development scale, the province expects to complete approximately 54.12 million sq.m of commercial housing floor space and meet the demand for approximately 98,304 social housing units for eligible policy beneficiaries.
The programme also focuses on developing housing for workers, armed forces, and those on official duty according to actual needs, in addition to encouraging people to build and renovate their own homes, with an expected increase in floor area of approximately 35 million sq.m.
To achieve these goals, the total estimated capital requirement is approximately 800 trillion VND (30.37 billion USD), largely mobilised from non-budgetary sources.
Along with solutions regarding policy mechanisms, administrative procedure reforms, and land allocation, the adjustment of the program is expected to create an important foundation for Ninh Binh to develop sustainable urban areas, improve the quality of life, and soon become a centrally-governed city./.
