Ninh Binh accelerates social and rental housing development projects in 2026-2030 period

Removing bottlenecks, expanding social housing supply

Speaking to Xay dung (Construction) Newspaper on July 27, Vice Chairman of the Provincial People's Committee Tran Anh Dung said the Office of the Provincial Party Committee had issued a notice conveying conclusions by the Secretary of the Provincial Party Committee, who also heads the Steering Committee for Social Housing Development and Housing Support Policies.

Under the directive, provincial departments, agencies and local authorities have been instructed to address obstacles, speed up project implementation and ensure social and rental housing targets for the 2026-2030 period are achieved.

Nguyen Van Luong, Director of the Provincial Department of Construction, Ninh Binh currently has 14 social housing projects under construction, providing a total of 14,884 apartments. Another 20 projects have received investment approval and are expected to add around 23,587 units.

In 2026 alone, three projects are scheduled for completion with 1,978 apartments, while seven others are expected to complete their first phases, delivering an additional 2,227 units. Another seven projects are set to break ground in the year, helping expand the supply of affordable housing for low-income households and workers.

The province is also implementing 13 worker accommodation projects with a combined capacity of 9,258 apartments. Three projects have already been completed, providing 1,529 units, while six projects comprising 6,837 apartments are under construction, with 4,633 units expected to be completed in 2026. Four additional projects, totaling 892 apartments, have received investment approval.

To support long-term housing demand, Ninh Binh has earmarked 74 sites covering approximately 555.6 hectares for social and rental housing development. The sites are located near urban areas, industrial parks and economic zones to provide convenient access for residents and workers.

Under the province's Housing Development Programme, demand for social housing is projected to reach about 71,576 units by 2030, including 47,830 units for low-income households and policy beneficiaries, 6,417 units for members of the armed forces and 17,329 worker accommodation units. Demand for rental housing is estimated at around 34,192 units by 2030.

Provincial leaders identified land clearance, investment procedures and project adjustments as the main obstacles slowing progress. Authorities have instructed developers to accelerate construction while ensuring quality standards, construction safety, fire prevention and environmental protection.

The Department of Construction has been tasked with finalising the province's 2026-2030 social and rental housing development plan, reviewing available land resources, monitoring project implementation and proposing timely solutions to address emerging issues.

Housing projects to support sustainable growth

Among the projects under development is the Tay Phu Van social housing project.

Dinh Van Dinh, technical manager at Hai Pha Vietnam Co., Ltd., said the project covers more than 12,406 square metres in Phu Van ward and has a total investment of more than 329 billion VND. Construction began on June 26.

The project comprises three five-storey apartment buildings with around 500 units, half of which will be offered for sale and the remainder for rent.

In addition to residential buildings, the project includes supporting infrastructure such as parking facilities, green parks and public amenities, aiming to create a modern and well-planned living environment. It is scheduled for completion in the fourth quarter of 2027.

According to Dinh, the contractor is mobilising maximum manpower and equipment to keep the project on schedule.

The Provincial People's Committee said continued industrial expansion, urban development and investment attraction are expected to drive rising demand for social housing, worker accommodation and rental housing in the coming years.

Accelerating these projects will not only help meet the housing needs of workers and low-income residents, but also enhance the province's investment climate, strengthen social welfare and provide a solid foundation for achieving Ninh Binh's socio-economic development goals for the 2026-2030 period./.
