Ninh Binh Provincial People's Council passes 55 resolutions at year-end session

After two days of working in a serious, democratic and responsible manner, the year-end session of the 15th People's Council of Ninh Binh province successfully completed its agenda on December 9.

Based on reports presented at the session by standing members of the Provincial People’s Council, the Provincial People’s Committee, and agencies, deputies of the Provincial People’s Council discussed and evaluated advantages, difficulties and came agreement.
In 2025, the Party Organisation, administration and people of Ninh Binh province showed their high determination made great efforts to fulfill and exceed all targets of socio-economic development set for the whole tenure and have reaped important achievements.
The province’s gross regional domestic product (GRDP) in 2025 is estimated to increase by 10.6%, achieving the target set by the Prime Minister and ranking 3rd nationwide. Total budget revenue in the province is estimated at nearly 76 trillion VND (2.89 billion USD), reaching 101% of the provincial People's Council's budget estimate, an increase of 37% compared to 2024. Total social investment is estimated at 175 trillion VND, an increase of 23.9% compared to 2024 and exceeding the plan by 7.7%.
Ninh Binh’s total export turnover reached 26.9 billion USD, an increase of 68.2% and exceeding the plan by 18.2%. Total import value reached 24.46 billion USD, an increase of 90.8% compared to 2024.
Planning management was strengthened, focusing on the preparation, review, and completion of the Ninh Binh Provincial Planning for the 2021-2030 period, with a vision to 2050.
The socio-economic infrastructure system continued to receive investment, upgrading, and renovation, especially key projects in transport infrastructure connecting regions and inter-regions, and industrial zones and clusters.
Social welfare work was given attention and implemented effectively. Education and training continued to show many positive aspects, ranking among the top 5 localities with the highest average scores in the high school graduation exam nationwide.
Local defence and military affairs were ensured, while political security and social order were maintained.
The deputies focused on discussing and evaluating reports, projects, proposals, and draft resolutions presented at the session.

With a spirit of democracy and high responsibility, at the session, the Provincial People's Council discussed and voted to approve 55 resolutions on socio-economic issues.
These resolutions are of significant importance. They provide a legal basis for authorities at all levels and sectors to promptly implement tasks, ensuring the smooth operation of the two-tier local administration model; meeting the requirements of socio-economic development, ensuring national defence and security, and effectively implementing social welfare policies throughout the province.
In his closing remarks at the session, Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized that: "Immediately after this session, I request the Provincial People's Committee and all departments, agencies, and localities to implement the resolutions of the Provincial People's Council in a practical, effective, and lawful manner."

To maintain and build upon the achievements already made, Chinh requested the Provincial People's Committee to continue to fully grasp the policies and orientations of the Party Central Committee and the Provincial Party Committee; to strongly innovate leadership methods and improve management capacity with a comprehensive, long-term vision, linked to growth targets and indicators in the implementation of socio-economic development tasks, contributing to realising the aspiration of achieving "double-digit" economic growth for the province in 2026 and in the new term./.
