Implementing the Prime Minister's Directive No. 23/CD-TTg dated March 16, 2026, the Ninh Binh Provincial People's Committee requests competent units to proactively support businesses in adapting flexibly to market fluctuations and effectively utilising opportunities from international economic integration and free trade agreements (FTAs).
In particular, the Department of Industry and Trade is assigned the leading role in promoting exports, focusing on ensuring a stable supply of petrol products for production and business; absolutely preventing any disruptions in the supply chain. Simultaneously, it will increase support for businesses participating in international trade fairs, exhibitions, and forums; and expand export markets through diversification, focusing on new markets less affected by geopolitical conflicts.
In addition, the Ninh Binh Department of Industry and Trade will strengthen coordination with the Vietnamese trade offices abroad to update market information, especially in the Middle East and key international shipping routes such as the Strait of Hormuz, helping businesses proactively develop production and delivery plans.
The application of digital platforms in trade promotion, product advertising, and supply-demand connection will also be promoted to improve the efficiency of accessing global markets.
Regarding agriculture, the Ninh Binh Department of Agriculture and Environment is tasked with implementing decisive measures to combat IUU fishing, aiming to lift the European Commission's "yellow card" warning; while simultaneously promoting regional raw material linkages and strengthening deep processing to increase the added value of exported agricultural and aquatic products.
The development of geographical indications, the issuance of planting area codes, and the traceability of goods will also be emphasised to meet increasingly stringent international standards.
The Department of Science and Technology will continue to support businesses in technological innovation, the application of clean and environmentally friendly production methods; and guide the establishment of industrial property rights, brand development, and the publication of quality standards for products.
Meanwhile, the Department of Finance will proactively advise on resolving difficulties for individual businesses and investment projects.
The Department of Foreign Affairs will strengthen forecasting and identification of risks from international integration to promptly advise on solutions to mitigate losses for import and export businesses.
The Customs Sub-department of Region IV is required to improve the efficiency of controlling the value, HS codes, and origin of goods; strengthen risk management and targeted post-clearance inspections; and strengthen the prevention of smuggling and trade fraud, especially for petrol products and goods at risk of origin fraud.
The Ninh Binh Provincial Business Association is tasked with proactively identifying difficulties, supporting businesses, especially small and medium-sized enterprises, in improving production capacity, enhancing product quality, meeting international standards, and effectively utilising the Free Trade Agreements (FTAs) that Vietnam has signed.
The synchronised implementation of the above solutions demonstrates Ninh Binh province's determination to support businesses in overcoming difficulties, expanding markets, increasing export turnover, and creating sustainable growth momentum for the local economy in 2026./.
