90-year-old war invalid Dinh Van Cao in Yen Thang commune of Yen Mo district is one of 15 local households in to receive financial aid to build and repair new houses in 2025.
They all feel very happy because their dream of having a new, spacious and cozy house has come true.
Ninh Binh is assessed by the Government as one of the top localities in the country in providing housing support for poor households and policy households with housing difficulties.
Accompanying the major policies of the Party and State, even in difficult periods, the province has always been proactive, integrating with the province's programmes and mobilising other resources.
Ninh Binh issued specific policies and projects suitable for the locality, contributing to the effective implementation of poverty reduction work, including housing support for policy households.
The steering committee for the implementation of the elimination of temporary and dilapidated houses at all levels in the province has focused on leading, directing, and mobilising resources to effectively participate in the movement, striving to complete the elimination of temporary and dilapidated houses in the second quarter of 2025.
The programme on eliminating temporary and dilapidated houses for the poor and people with meritorious services has always been implemented by Ninh Binh with a proactive spirit and high determination. Notably, in 2010, Ninh Binh province completed the elimination of thatched and dilapidated houses for policy beneficiaries and poor households under Project 02 and Project 06 of the provincial People's Council. In the period of 2015-2020, over 3,000 households with meritorious services to the revolution and poor households received housing support according to Decision 22 and Decision 33 of the Prime Minister.
Implementing Decision No. 539/QD-TTg dated June 19, 2024 of the Prime Minister, the provincial People's Committee issued a plan to implement the emulation movement to join hands to eliminate temporary and dilapidated houses in 2025 in Ninh Binh province with specific criteria and solutions.
The province has established steering committees at all levels to unify and focus on directing the implementation in close compliance with regulations and policies to support the construction and repair of houses for poor households in the province in the period of 2023-2025.
Recently, the provincial People's Council also passed a resolution amending and supplementing Resolution No. 43 promulgating regulations on policies to support the construction and repair of houses for poor households in the province for the period of 2023-2025, with the highlight being the expansion of policy beneficiaries to include meritorious people and near-poor households. This policy has opened up hope, helping people with housing difficulties have more opportunities to realise their aspirations for a stable home.
According to statistics from the Department of Agriculture and Environment, as of April 8, the whole province had 1,162 households that had started construction, of which 767 were newly built and 395 were repaired, reaching 86.85%.
Some localities have achieved high results in eliminating temporary and dilapidated houses, such as: Kim Son district reached 98.44%; Yen Khanh district reached 96.15%; Nho Quan district reached 95.86%; Gia Vien district achieved 93.55%.
To eliminate temporary and dilapidated houses in Ninh Binh, the entire political system from the provincial to the grassroots levels have joined hands, and unanimously promoted the spirit of "mutual love and support", implementing the Party's great policy of "leaving no one behind"./.
