Identifying digital transformation as one of the three breakthroughs, Ninh Binh has promptly issued Resolution No. 01-NQ/TU with clear targets: Processing 90% of provincial-level, and 60% of commune-level records online; at least 50% of level-4 online public services; digital economy contributes 20% of GRDP.
Synchronous digital platform, digital administration for people
Deputy Director of the provincial Department of Science and Technology Ta Quang Phuong said that Ninh Binh has had a specific resolution, considering digital transformation as a political task of the whole system. Thanks to that, all levels and sectors have a clear spirit and goals in implementation. Up to now, 100% of provincial-level civil servants and 90% of commune-level civil servants have computers for public service.
Digital infrastructure has been upgraded, and 15 digital platforms and shared information systems have been connected from the province to the grassroots, integrated with the central system.
In particular, Plan No. 15/KHUBND dated July 29, 2025 sets the goal that by the end of this year, all records and documents arising will be processed in the electronic environment, at least 80% of administrative records will be conducted online, and at least 30% of historical documents will be digitised.
In addition, the province has established 1,679 community digital technology teams with more than 8,500 members, directly guiding and supporting people to access digital services.
Chairman of the provincial People's Committee Pham Quang Ngoc emphasised: “To transform digitally, we must first change awareness, so the movement of "going to every alley, knocking on every door, guiding every person" has been widely deployed, contributing to changing habits and digital skills in the community. This is one of the highlights in the local digital transformation in recent times.”
Spreading digital transformation in the economy, society and community
Not only stopping at technical infrastructure, Ninh Binh has strongly developed digital economy and digital society. The province currently has 244 digital technology enterprises; 99% of enterprises pay taxes electronically, more than 50% use electronic contracts; and e-commerce accounts for 11.7% of total retail sales.
OCOP products are supported to be put on e-commerce platforms, contributing to promoting cashless payments.
In the tourism sector, many technological solutions have been applied such as digital tourism information systems, information kiosks, virtual tour guide applications, and AI Chatbot.
Nguyen Van Minh, Director of the Ninh Binh Provincial Tourism Promotion Information Centre, said that the AI Chatbot application helps serve tourists more conveniently, contributing to bringing the image of Ninh Binh to international friends.
Meanwhile, Ngoc emphasised the need to maintain and improve the quality of operations of the Public Administration Service Center; build, upgrade, and develop applications of management software and specialised databases to ensure connection with the commune system; effectively implement the assessment of people and organisations' satisfaction with the services of state administrative agencies; and increase dialogue between the administration and the people to promptly resolve difficulties and problems.
