Following the leadership and guidance of the Party Central Committee, the National Assembly, the Government, and the Prime Minister, all three provinces (formerly Ha Nam - Nam Dinh - Ninh Binh) and the newly- merged Ninh Binh province have consistently focused and made great efforts in organising the implementation of socio-economic development tasks and ensuring national defence and security.
By the end of 2025, Ninh Binh province had disbursed approximately 46.27 trillion VND in public investment capital, equivalent to 161.38% of the capital plan assigned by the Prime Minister, achieving the highest public investment capital disbursement rate in the country.
Tran Huy Tuan, Chairman of the Ninh Binh Provincial People's Committee, stated that to ensure efficient capital disbursement, projects must be implemented synchronously and consistently from the project selection and investment preparation stages to land clearance. The focus is placed on improving the quality of project preparation, selecting qualified, reputable, and experienced consulting firms, minimising the time required to complete investment procedures, and ensuring that contracts are not fragmented.
Land clearance is identified as a crucial and decisive stage for investment efficiency, requiring proactive planning and the involvement of the entire political system, he noted.
Simultaneously, the province is also prioritising the supply of construction materials, proactively incorporating material quarries into planning, and making timely adjustments to avoid supply disruptions.
Monitoring and expediting progress have been intensified, requiring close weekly and daily tracking of key projects. Investors must develop detailed critical path timelines, and contractors must commit to specific timelines for each item.
In particular, the Provincial People's Committee has established task forces to accelerate disbursement from the beginning of the year. Simultaneously, timely and focused capital allocation is being implemented, with flexible reallocation of funds from slow-moving projects to those with good disbursement potential.
Ninh Binh requested heads of departments, agencies, and chairpersons of commune and ward People's Committees to prioritise accelerating disbursement as a top political priority, requiring decisive, coordinated, and continuous implementation.
“In particular, Ninh Binh province is strongly implementing a flexible capital reallocation policy. Projects that are slow in land clearance or do not ensure progress will have their capital reallocated to projects with good disbursement capacity. This is a tough but necessary measure to avoid wasting resources and create positive pressure on investors," Tuan emphasised.
