The Kioxia Holdings Corporation is a Japanese semiconductor technology corporation specialising in the research and production of memory and data storage solutions for smartphones, computers, servers, and data centres in Japan and globally.

The Hai Phong Group is a diversified conglomerate established in 2003 with a registered capital of 600 billion VND and over 500 employees, operating in Vietnam and Japan. The group has strong capabilities in international human resource development, having directly recruited, trained, and sent over 12,000 Vietnamese workers to Japan in industrial, technical, and service sectors, without intermediaries.
On March 4, 2026, the Ninh Binh Provincial People's Committee approved the Investment Project for the Construction of an Education and Training Facility in the Nam Cao University Area in Ninh Binh province, a joint project between the Hai Phong Group and the Kioxia Holdings Corporation. It aims to build a vocational and high-tech training facility, especially in the field of semiconductor and microchip technology.

At the working session, Tuan outlined the potential and strengths of Ninh Binh, particularly its tradition of valuing education. Currently, the province has many universities and vocational education institutions with an enrollment of over 63,000 people annually, contributing to the creation of approximately 44,000-50,000 highly skilled young workers, serving the diverse labour and employment needs of businesses and investors.
He affirmed that Ninh Binh province has strengthened cooperation with many localities and partners in Japan in recent years. Currently, the province has designated the Dong Van III Industrial Park (Phase I) specifically to attract Japanese investors. Ninh Binh always appreciates and highly values the continued interest and investment from Japanese businesses.
Regarding the group's proposals concerning the project implementation progress, mechanisms, and policies for foreign experts, lecturers, and students coming to Vietnam to study and work, the Secretary instructed relevant departments and agencies to proactively coordinate and support the enterprise, creating the most favorable conditions in accordance with the law to enable the group to implement the project effectively and sustainably in Ninh Binh./.
