Delegation of National Assembly Deputies and People’s Council of Ninh Binh pay working visit to Japan

A delegation of National Assembly Deputies and the provincial People’s Council of Ninh Binh province, led by Le Quoc Chinh, Standing Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, paid a working visit to Japan from September 10-12.
The delegation had a working session with Consulate general of Vietnam in Osaka, Japan.
On September 12, the delegation had a working session with the Vietnamese Consulate General in Osaka, Japan. Ngo Trinh Ha, Consul General in Osaka received and worked with the delegation.
Chinh thanked the Vietnamese Embassy in Japan and Consulate General in Osaka for their assistance to the delegation.
He also briefed them about the policy of merging administrative units in Vietnam, including the mergence of Ha Nam, Nam Dinh and Ninh Binh provinces into new Ninh Binh province.
While introducing the province’s potential, strengths and development orientations, Chinh stressed that Ninh Binh is focusing on luring investors, especially those from Japan in the fields of eco-tourism, high-end tourism services, high-quality human resource training, and building infrastructure in industrial zones, tourism, urban areas.
The province has given priority to modern technology and environmentally-friendly projects that effectively use natural resources; culture industry, digital economy. creative economy and heritage economy, he said.
Chinh hoped that Ninh Binh would attract more Japanese investors in the coming time, especially those from the Kansai region, thus contributing to diversify FDI capital and spur sustainable development.
For his part, Ha informed the delegation about the Kansai region’s socio-economic situation.
Currently, around 630,000 Vietnamese people are living and working in Japan, with about 138,000 in the Kansai region, accounting for over 20% of the Vietnamese community in Japan.
Vietnamese labourers have been highly appreciated for their working spirit and adaptability by Japanese firms.
Three factors that attract Japanese firms to Ninh Binh include good oinfrastructure, high-quality human resources and improved investment climate with simplified administrative procedures, Ha stressed.
Ha also put forth some solutions that Ninh Binh needs to do in a bid to attract Japanese enterpises.
After mergence, Ninh Binh should continue to review, maintain and develop relations with Japanese localities that have been established cooperative ties with former Ha Nam, Nam Dinh and Ninh Binh provinces, he said.
It is necessary to establish a parliamentary friendship alliance between Ninh Binh’s delegation of National Assembly deputies parliamentarians of Japanese localities and this can be seen as an important channel to build political trust and spur cooperative ties between Ninh Binh and Japan, the diplomat suggested.
The Consul General said Ninh Binh needs to continue to promote training and improve the quality of human resources participating in tourism services, including Japanese language training; pay attention to improving environmental sanitation issues and improving the quality of service products.
Ha affirmed that he will do his best to contribute to promoting and further developing relations between Ninh Binh province and partners and localities of Osaka, Japan.
At the meeting, the two sides discussed cooperation orientations in the fields of education, human resource training, investment, tourism, digital transformation, sustainable development; and establishing an additional friendship parliamentarian alliance channel between the National Assembly Delegation and the provincial People's Council with parliamentarians of Japanese prefectures.

Receiving and working with the delegation was Osamu Yasuhara, Chairman of Fuji Group and Morimoto, Director of Famille Ha Nam.
Speaking at the session, Chinh said that Fuji Group - one of the pioneering Japanese corporations in investment activities in Ninh Binh province. Fuji Group has invested in many projects in former Ha Nam province such as Fuji Electric Industry Vietnam Factory in Dong Van III Industrial Park, with total investment capital of 5 million USD, and Famille Ha Nam Apartments for rent, with total investment capital of over 10 million USD.
Sharing about the province's strategic development orientations, he said Ninh Binh is resolutely implementing socio-economic development strategies, especially focusing on trade, investment and tourism promotion. The province clearly defined developing modern, environmentally-friendly industry; strongly improving the investment environment; promoting trade and international economic integration; developing high-quality tourism associated with heritage - ecology - culture.
To contribute to achieving the above goals, in addition to the efforts of the locality, Ninh Binh province hopes that Fuji Group will continue to pay attention, research and implement investment projects in Ninh Binh, especially in the fields of trade promotion, investment and tourism, in line with the development orientation of the province.
Ninh Binh province commits to always accompany and create the most favorable conditions in terms of investment environment, policy mechanisms and technical infrastructure, in order to support Fuji Group's projects to achieve sustainable success and long-term effectiveness, thereby contributing positively to the socio-economic development of the locality.
Osamu Yasuhara, Chairman of Fuji Group, sincerely thanked Ninh Binh province for its attention, support and companionship in creating a favourable investment environment for businesses when investing in the province. At the same time, he affirmed the desire to continue promoting cooperation with Ninh Binh in the future.
The two sides spent time discussing in depth the development orientations of Ninh Binh province; exchanging and discussing other contents related to promoting trade, investment and tourism of the province in the coming time.
Within the framework of the working visit to Japan, the delegation conducted a field survey at a number of relics in the ancient capital of Kyoto, in order to exchange and share experiences in heritage management, especially solutions to preserve and promote the value of cultural heritage associated with tourism development./.
