Delegation of National Assembly Deputies and People’s Council of Ninh Binh pay working visit to RoK

A delegation of National Assembly Deputies and the provincial People’s Council of Ninh Binh province, led by Le Quoc Chinh, Standing Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, visited and worked with some cities, provinces and the Vietnamese Embassy in the Republic of Korea (RoK) from Sepetember 7-9.

On September 7, the delegation had a working session with Mayor of Asan city Oh Sae Huyn and members of the Mayor Office.
Oh welcomed the delegation and expressed his belief that its working visit would be a success, helping to deepen and develop relations between Ninh Binh and Asan in particular as well as between the RoK and Ninh Binh in general in the coming time.

Chinh thanked the Mayor and members of the Mayor Office for their warm welcome and briefed them about the operations of the provincial Delegation of National Assembly Deputies and the provincial People’s Council; the role of people-elected representatives in the local political system; the province’s development potential and orientations for trade promotion, investment, culture, education in the coming time.
While expressing his impression of the development of Asan city, Chinh affirmed that the results of cooperation between Ninh Binh and Asan city in the past time marked an important milestone to deepen their cooperative ties.
With the aspiration of making development breakthroughs, Ninh Binh sets goals to become a province with modern industry, high-quality services -tourism, green urban areas associated with heritage and to rank among the leading localities nationwide in terms of economic growth and per capita income by 2030, he said.
The province has also defined itself as a national and international tourism hub; a centre of high-tech industries with key sectors such as automobile engineering, information technology, electronics, processing manufacturing, green energy and materials.
Ninh Binh will also develops its economy in combination with heritage preservation, environmental protection, green transition and digital transformation, the official stressed.
Chinh said that the visit aimed to discuss and exchang experiences related to the operations of people-elected and state management agencies and promote connections between enterprises of the two localities.
At the working session, the two sides discussed some issues such as tourism development potential, supporting industries, personnel training, and the role of people-elected representatives in the local political system.
The two sides agreed to continue implementing the contents of the memorandum of understanding signed between the two localities; and increase the exchange of delegations to tighten cooperative ties between Ninh Binh and Asan.
The two sides also consented to step up training cooperation in some majors such as health care, automobile assembly and repair, Korean language teaching, receiving and sending seasonal labourers from Ninh Binh to work in the agriculture sector in Asan city.
On September 8, the delegation visited Gyeonggi province and worked with Chairman of the Provincial Council Kim Jin Kyung.

Kim shared about the organisational structure and legislative support activities of the Gyeonggi Provincial Council. Gyeonggi province initiated a legislative advisory support project for city and county councils. It sent experts to support law drafting, help check compliance with the law, avoid violations of high-level laws, and ensure clear legal language. In addition, the Gyeonggi Provincial Council regularly organises international working delegations to exchange and cooperate in many fields.
Kim expressed his belief that the working visit will enhance understanding and experience exchange between the two local elected bodies, towards building a foundation for provincial parliamentary cooperation.

Speaking at the working session, Chinh introduced an overview of the activities of the people-elected agency of Ninh Binh province; and outstanding achievements in socio-economic development, especially in the province's investment promotion and attraction.
He affirmed that Ninh Binh province's investment promotion and attraction have achieved many important results, including many investors from Korean corporations and enterprises in general and Geyonggi province in particular.
Chinh said the Gyeonggi Provincial Council has a role equivalent to the provincial People's Council in Vietnam. Gyeonggi and Ninh Binh provinces have many similarities in their development visions, such as focusing on innovation, preserving cultural and natural heritage, developing green industry, building smart cities, improving the quality of life and especially valuing the role of local authorities and people-elected bodies in the process of development creation.
At the meeting, the two sides exchanged and discussed experiences between the two local people-elected bodies, aiming to build a foundation for provincial parliamentary cooperation.
The parties shared issues on planning the transport and maritime systems; investment policies and experience in using AI technology in managing and operating the transport system; planning processes and building socio-economic development plans in the locality. At the same time, they discussed the possibility of practical cooperation between Ninh Binh province and Gyeonggi province.

Informing Ambassador Vu Ho about the province's socio-economic situation in recent times and its potential, strengths and strategic development orientations in attracting investment, he expressed his desire to promote cooperative relations with Korean partners, creating a favourable basis for the province to carry out practical external activities, linking government diplomacy with people's diplomacy.
In the coming time, Ninh Binh province hopes that the Vietnamese Embassy the RoK and Ambassador Vu Ho will continue to support and be an important bridge to help Ninh Binh approach potential Korean partners and investors to Ninh Binh.
Ho said that in the coming time, the Vietnamese Embassy in the RoK will continue to closely coordinate and support connections with Korean organisations, businesses and investors to explore opportunities and cooperate with Ninh Binh province.
The delegation also made field trips to Asan Technology and Environment Company and Minsokchon Cultural Village, also known as Korean Folk Village - an outdoor living museum located in Yongin city, Gyeonggi province, in the Seoul capital region.
