This is also one of the three strategic breakthroughs identified in the Resolution of the First Ninh Binh Provincial Party Congress for the 2025-2030 term.
Decisive direction and ensuring construction progress
Following the directives of the Government and central ministries and agencies, the Ninh Binh Provincial People's Committee has issued numerous guiding documents, organised implementation conferences, and established a Steering Committee for land clearance along transport routes in localities where the projects pass through.
The Ninh Binh-Hai Phong expressway is a strategic transport axis, connecting the northern coastal provinces with the North-South expressway. The section passing through Ninh Binh province is approximately 25.3 km long, traversing former Yen Mo and Yen Khanh districts. The project has a total investment of over 6.8 trillion VND, using funds from the central and provincial budgets.
The road is designed with four lanes, a design speed of 120 km/h, and includes four interchanges, 12 overpasses, and 19 pedestrian underpasses.
Upon completion, the road will contribute to improving regional connectivity, promoting socio-economic development, attracting investment, and creating a strong impetus for development in Ninh Binh province and the entire Red River Delta region.
The project involves the construction of a road connecting National Highway 1A with Cau Gie - Ninh Binh expressway via Liem Son interchange, passing through former Binh Luc district, and intersecting with National Highway 21A, National Highway 21B, and the road connecting the Hanoi - Hai Phong and Hanoi - Ninh Binh expressways. Connecting two special national historical sites: Tran Thuong Temple (formerly Ha Nam province) and Tran Temple historical and cultural relic site (formerly Nam Dinh province) (referred to as the regional linkage project).
The regional linkage project has a length of 43.87 km, passing through 11 communes, and is being built to the scale of a Class III road in the plains, with a total investment of over 3.74 trillion VND.
Currently, Route 1 with a length of 29.23 kilometres has completed approximately 29 kilometres of asphalt concrete road surface on the main route and 18 km of asphalt concrete road surface on the widened section of the main route; the asphalt concrete paving of the service roads on both sides has been completed, and lighting has been installed from Km0 to the Liem Son intersection. The Liem Son intersection has completed the bridge deck and is currently constructing the approach roads at both ends of the overpass.
The railway and National Highway 21 overpasses, Chau Giang Bridge, and Long Xuyen Bridge have been basically completed.
The Nhu Trac Bridge project has completed the casting of girders, temporary bridge, and bored pile foundations for the bridge piers. The cumulative value of work completed on the project has reached over 2.76 trillion VND. Cumulative disbursement has reached over 2.58 trillion VND.
Focusing on resolving difficulties
The North-South high-speed railway project’s section passing through Ninh Binh province is approximately 86 kilometres long and runs through 21 communes and wards.
In Dong Van ward, the high-speed railway line passes through the area for a length of 4.8 kilometres, with a planned corridor width of 52 metres, requiring the acquisition of over 25 hectares.
Dang Van Hong, Chairman of the People's Committee of Dong Van ward, said that the locality has established a Steering Committee for land clearance, organised a review and classification of the current land use status, and developed a detailed plan for implementation.
Of these, the resettlement area, covering nearly 1.2 hectares and managed by the People's Committee of the ward, commenced construction in August 2025. This area is designed with complete infrastructure including transportation, water supply and drainage, and electricity, ensuring resettlement for 30 households affected by the project.
Nguyen Quang Huy, Director of the Ha Nam Investment and Construction Project Management Board, stated: The parallel road project along Ring Road 5, managed by the Ha Nam Investment and Construction Project Management Board, is divided into four component projects and is currently under construction.
Currently, the implementation of the projects is facing some difficulties and obstacles affecting the construction progress, such as slow land clearance, inconsistent land handover; and the resettlement areas are being completed slower than the actual needs. The relocation of power lines within the project construction area is slow.
In practice, investors and contractors are facing difficulties due to material shortages and rising prices, slowing down construction progress and hindering the control of progress.
During a field inspection of the progress of land clearance for the road construction project in Ninh Binh, Vice Chairman of the Provincial People's Committee Nguyen Cao Son said the province considers this a key national and provincial project with strategic significance, creating new impetus for the socio-economic development of Ninh Binh province and the Red River Delta provinces.
He requested localities and units to strengthen coordination to accelerate the land clearance process; focus on coordinating the review, inventory, and construction of resettlement areas. Relevant departments and agencies should focus on resolving obstacles and guiding localities in implementing land clearance work in accordance with regulations.
He also assigned responsibility to departments and agencies to strengthen their advisory role in perfecting procedures and relevant documents for the implementation of projects. Tasks related to receiving and processing applications must be clearly assigned to specific individuals, with clear responsibilities and expected results, to facilitate inspection and supervision, thereby contributing to the accelerated progress of project implementation./.
