Deputy Prime Minister Tran Hong Ha, Standing Vice Chairman of the National Steering Committee for Civil Defence, on September 29 made a field trip to Hai Thinh commune in Ninh Binh province to inspect measures to respond to Typhoon Bualoi (storm No. 10) and handle the of Hai Thinh 3 dyke.

According to a report from the provincial Steering Committee for Civil Defence, heavy rain, strong winds and thunderstorms after storm No. 10 caused severe damage in the province: 9 people died, 18 were injured; 11 houses collapsed, 126 houses had their roofs blown off; 53 electric poles fell; and many areas of crops were severely damaged. In particular, Hai Thinh 3 sea dike suffered erosion of a 75m section, threatening to affect the entire 5km-long dyke.
With the Hai Thinh 3 dike collapse incident, the People's Committee of the commune handled the first hour of the dike collapse incident with filter cloth and stone cages, and mobilised forces to clear fallen trees, clear canals, and drain water.
Directly inspecting the scene of the landslide section, Ha acknowledged and highly appreciated the proactive, timely, and decisive actions of the provincial Party Committee, provincial People's Committee, and competent forces in mobilising means, human resources, and materials to handle the incident on the dike. In particular, 100% of people were evacuated from the dangerous area before 7 am on September 29, ensuring the safety of people's lives.
The Deputy PM requested the province to properly assess the situation, clearly identify the cause of the dike collapse, continue to mobilise the cooperation of businesses and competent forces to implement response plans, ensure the safety of the entire dike, and not affect people's lives.
At the same time, it is necessary to switch from the state of emergency to the state of construction, have a plan to reinforce the dike foundation, carefully calculate to come up with the most optimal and sustainable technical solution, ensure the dike along the entire route is capable of withstanding stronger storms in the future, ensuring absolute safety for people's lives and property, he said.
