Ninh Binh delegation pays working visit to Belarus

As part of its 2026 foreign affairs, a delegation from Ninh Binh province, led by Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, paid a working visit to the Republic of Belarus from September 25-29.

At the start of the visit, the delegation held a working session with the Embassy of Vietnam in Belarus.
At the meeting, Vietnamese Ambassador to Belarus Nguyen Van Trung gave an overview of the situation in Belarus and Vietnam-Belarus relations. He stressed that since the two countries established diplomatic relations in 1992, bilateral ties have been maintained on the basis of traditional friendship, mutual trust, equality and mutual benefit.
The elevation of bilateral relations to a Strategic Partnership in May 2025 has opened up a new framework and created fresh momentum for promoting cooperation across a wide range of fields.
The Ambassador also briefed the delegation on the Vietnamese community in Belarus and shared information on the local situation, connectivity mechanisms and approaches to promoting cooperation between localities of the two countries.
He affirmed that the Embassy stands ready to coordinate with and support Ninh Binh in gaining a better understanding of Belarus, while facilitating connections with Belarusian agencies, localities, businesses and educational institutions.

For his part, Chinh provided an overview of Ninh Binh province.
Ninh Binh sees Belarus as having strengths and complementary potential in such areas as manufacturing, agricultural mechanisation, food processing, science and technology, education and training, culture and tourism, he said.
To ensure the effectiveness of the working visit, Chinh asked the Embassy to provide information and advice on Belarusian localities, organisational structures and cooperation needs of potential partners; serve as a bridge for Ninh Binh to connect with Belarusian authorities, elected bodies, universities, research institutes and businesses; and coordinate in promoting Ninh Binh's image, investment environment and tourism, while connecting the Vietnamese community in Belarus to help promote cooperation with the province.
As part of the programme, the delegation held a working session with the Minsk City Council of Deputies of the Republic of Belarus.

Artyom Tsuran, Chairman of the Minsk City Council of Deputies, introduced the city's experience in organising the activities of elected bodies, formulating and overseeing the implementation of socio-economic development programmes, managing the budget, and receiving and addressing petitions from residents.
He also exchanged views on urban management, infrastructure development, public transport, and the preservation of historical and cultural values in the city's development process.
According to Tsuran, strengthening exchanges between the Minsk City Council of Deputies and the Ninh Binh People's Council would enable the two sides to share practical experience, enhance mutual understanding and explore potential areas of cooperation in the coming period.
Speaking at the meeting, Chinh said that, based on the potential and needs of the two localities, he proposed the two sides focus their exchanges on three groups of issues.
First, the two sides would strengthen the sharing of experience in the organisation and working methods of elected bodies, as well as in making decisions on socio-economic development and budgetary matters, overseeing law enforcement and addressing voters' petitions.
They would also exchange experience in urban governance and public services, particularly mechanisms for coordination between elected and executive bodies; urban planning and management; public transport; housing; green urban development; and the application of digital transformation in administration and the delivery of public services to residents.
Regarding urban development in association with heritage conservation, Chinh said Ninh Binh is ready to share its experience in management and sustainable tourism development linked with local livelihoods at the Trang An Landscape Complex, a UNESCO World Cultural and Natural Heritage Site.
At the same time, Ninh Binh expressed its wish to learn from Minsk's experience in preserving historical buildings, landscapes and cultural identity amid the process of urbanisation.
During the working visit to Belarus, the Ninh Binh delegation also conducted field surveys at the Sula Historical Interactive Park-Museum; Nesvizh Castle in the town of Nesvizh; and a number of cultural and religious sites in Minsk./.
