As part of its official working visit to the Republic of Korea (RoK) from May 26 29, a delegation from Ninh Binh province, led by Dinh Thi Lua, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee, paid a working trip to Jeju province on May 26 and 27.
AT the working session with Governor of Jeju province Oh Young Hun.
On the first day of the visit, the delegation held a meeting with Governor of Jeju province Oh Young Hun.
Speaking at the meeting, Lua provided an overview of the socio-economic development of newly established Ninh Binh province.
From July 1, 2025, new Ninh Binh province was officially formed through the merger of the former provinces of Ninh Binh, Ha Nam, and Nam Dinh. Covering an area of nearly 4,000 square kilometers and home to more than 4.4 million people, Ninh Binh holds a strategically important position along Vietnam’s North South economic corridor.
In 2025, the province recorded a GRDP growth rate of 10.65%, with the economy valued at over 13.6 billion USD and per capita income reaching approximately 3,400 USD. The province is striving to become a centrally governed city before 2030, with a development orientation focused on modern industry, high-quality tourism services, and green urban development associated with heritage preservation.
Building upon the Vietnam RoK Comprehensive Strategic Partnership, Ninh Binh province highly values the practical cooperation outcomes previously achieved between Jeju province and former Nam Dinh province, particularly in the field of seasonal agricultural labour. Inheriting and further promoting these achievements, in December 2025, the People’s Committee of Ninh Binh province re-signed a cooperation agreement on seasonal labour with the Jeju provincial administration. Since 2023, the programme has attracted more than 1,500 applicants, including 440 workers who have traveled to Jeju to work safely and effectively.
Lua affirmed that Ninh Binh province would continue to closely coordinate with Jeju province in the recruitment and training of workers, particularly in enhancing discipline and legal awareness, while ensuring that workers respect local culture and strictly comply with the RoK’s laws and regulations.
At the meeting, in addition to continuing the seasonal labour cooperation programme, Ninh Binh expressed its desire to expand cooperation into other promising areas such as green tourism management and development, cultural exchange, investment promotion, and trade cooperation between businesses of the two localities.
She expressed her confidence that the cooperative relationship between Ninh Binh and Jeju would continue to grow in a more substantive, effective, and sustainable manner, contributing positively to the friendship and cooperation between Vietnam and the RoK.
Oh, for his part, stated that the seasonal labour cooperation agreement between the two provinces has significantly supported the local agricultural sector amid labour shortages in rural areas.
The Jeju provincial administration will continue to pay attention to and create favorable conditions for Vietnamese workers in general, and workers from Ninh Binh province in particular, to enjoy a safe and stable living and working environment.
He also expressed his hope that the seasonal labour cooperation programme would continue to be maintained and expanded in a practical and effective manner for the mutual benefit of both localities.
Oh also expressed his expectation that the delegation’s visit would open up additional opportunities for cooperation between Jeju and Ninh Binh in high-potential areas such as tourism, culture, economy, trade, and people-to-people exchanges.
As part of the working program in Jeju, on May 27, the Ninh Binh delegation visited Jocheon Agricultural Cooperative, an enterprise employing a large number of workers from Ninh Binh province.
