Politburo member, Standing Deputy Prime Minister Pham Gia Tuc attended the opening ceremony of the Hoa Lu Festival 2026 on the evening of April 25 (9th day of the third lunar month) at Dinh Tien Hoang De Square in Hoa Lu ward of Ninh Binh province.

The opening ceremony saw the attendance of Pham Quang Nghi, former Politburo member and former Secretary of the Hanoi municipal Party Committee; Nguyen Thi Thanh, member of the Party Central Committee, Vice Chairwoman of the National Assembly; and Lao Ambassador to Vietnam Khamphao Ernthavanh, among others.

Speaking at the opening ceremony, Chairman of the provincial People's Committee Nguyen Thanh Binh emphasised that the annual Hoa Lu Festival is a long-standing cultural event that vividly and vividly reflects the life, background, and achievements of King Dinh Tien Hoang and the history of Vietnam under the Le-Ly dynasties.

Ninh Binh province has always considered the preservation and promotion of the values of the ancient capital of Hoa Lu, the Trang An Scenic Landscape Complex, and the unique cultural values of the province as a central, ongoing, and long-term task. In its new development path, Ninh Binh province is steadfast in its goal of green, sustainable, and harmonious development; taking heritage as the foundation, culture as the resource, and people as the center; science, technology, and innovation as the new driving forces for development, striving to build Ninh Binh province into a centrally-governed city by 2030, characterized as a Millennium Heritage City.
Speaking at the opening ceremony, Standing Deputy Prime Minister Pham Gia Tuc congratulated, commended, and highly appreciated the achievements that the Party Organisation, administration, and people of Ninh Binh province have achieved in recent years.

“The Hoa Lu Festival 2026 is an opportunity for us to be even more proud of our history, but also a profound reminder of our responsibilities today. Building on the spirit of Hoa Lu, we must not only preserve the heritage of our ancestors, but also transform that heritage into a driving force for development, not only continue history, but also write the future using our national roots, he stressed.
With its unique historical foundation, along with its achievements and aspirations for progress, Ninh Binh has all the conditions to make a strong breakthrough, becoming a typical model for promoting the value of the Trang An heritage site, and firmly joining the rest of the country in entering a new era, he said.
Tuc urged the Party Organisation, administration, and people of Ninh Binh province to focus on effectively implementing several key tasks to successfully achieve the Resolution of the 14th National Party Congress, the Resolution of the 1st Provincial Party Congress for the 2025-2030 term, and with the aspiration to become a centrally-governed city before 2030.
The province should well implement the Resolution of the 14th National Party Congress and the resolution of the 1st Provincial Party Congress for the 2025-2030 term to achieve sustainable growth, improve governance effectiveness, make breakthroughs in science and technology, innovation, digital transformation, maximize resource mobilisation, invest in strategic infrastructure, and develop high-quality human resources; and achieve double-digit economic growth targets in the 2025-2030 term, placing Ninh Binh among the leading localities nationwide in terms of growth rate and per capita income.
Ninh Binh should take planning as the central tool for managing and guiding development, perfecting policy mechanisms suitable for the new development model, aiming to build a modern economic institution; developing cultural tourism to truly become a leading economic driving force of the locality, ensuring harmony between preservation and development and effectively implementing the two-tiered local administration model in an honest and constructive manner, the Deputy PM noted.
