Speaking at the congress, Huyacknowledged and commended the efforts, determination and achievements of the Party Organisation of Ha Nam ward in the past term.

He emphasised the goal of building Ha Nam ward into a centre for high-quality education - training, trade - services - tourism, and a green, smart and sustainable urban area.

Accordingly, the ward needs to soon focus on finding solutions to continue to attract, exploit and effectively promote development investment resources, focusing on urban development, he said.

The official requested Ha Nam ward to strengthen urban management, especially planning management, constructioninvestment and land management, and pay attention to solving environmental pollution and local flooding problems in residential areas.

The ward must maintain environmental sanitation, improve urban areas, and make Ha Nam ward truly civilised, modern, increasingly bright, green, clean, beautiful, and attractive to domestic and foreign tourists, Huy noted.

Ha Nam ward should attract investment, and create conditions for universities and vocational training schools with brands to invest and operate in Nam Cao University Area, he suggested.

It needs to focus on developing diverse economic sectors, promoting administrative reforms, creating a favorable environment, attracting capable investors, and creating a breakthrough for the ward's economy, Huy stressed.

Ha Nam ward was also requested to improve the leadership capacity and fighting strength of party organisations, and build a clean and strong political system.

Huy asked Ha Nam ward to improve the qualifications of party members, expand its party membership, and lead the province in terms of the rate of party membership admission, especially in universities, colleges, and vocational training schools.

He also requested the ward to focus on improving the management and operation capacity of the local administration and promoting digital transformation, applying science and technology in management and operation to perform tasks, meeting the requirements of a modern urban administration./
