Deputy Minister of Construction Nguyen Van Sinh on October 4 led a working delegation to inspect and check the construction progress of social housing projects in Ninh Binh province.
The working delegation surveyed the social housing project for staff and doctors of Bach Mai Hospital in Liem Tuyen ward. The project has a total investment of more than 284 billion VND, implemented in the period of 2025-2027, and is currently constructing the foundation.
Another key project inspected by the delegation is the Hoa Lu social housing area. The project has a scale of more than 5 hectares, including six 15-storey apartment blocks with a total of 1,250 apartments, with a total investment of more than 1.97 trillion VND. The project has been approved for investment and is in the stage of leveling the ground and drilling experimental piles.
At the working session, Director of the Department of Construction Nguyen Van Luong said that social housing projects in the province are being accelerated to implement the goal of the project to develop at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030.
According to Vice Chairman of the provincial People's Committee Tran Van Dung, the province was assigned the target of developing 4,461 social housing units. To date, Ninh Binh has completed 2,036 units, accounting for nearly 46% of the plan. The province aims to complete the remaining 2,425 units in the last three months of the year, thereby basically completing the assigned target in 2025.
Along with the projects under construction, Ninh Binh is focusing on developing social housing for officials, public security and military officers, and students after the mergence. One of the typical projects is the social housing and workers' housing area in Le Ho ward, invested by a joint venture of Flamingo Hai Tien Co., Ltd. and Hong Hac Dai Lai Joint Stock Company.
The project has a scale of 12.03 hectares, with a total investment of about 1 trillion VND, including a synchronous infrastructure system with 587 low-rise townhouses and a 15-storey apartment block with 504 apartments.
Construction started on May 17, 2025, and the project will complete 300 low-rise apartments and the main technical infrastructure system this year. The remaining part of the low-rise area will be completed in the third quarter of 2026, while the high-rise apartment block is expected to start construction in the second quarter of 2026 and be completed in the second quarter of 2028, about three years earlier than the original plan.
However, according to investors, the implementation process still faces some difficulties, especially the problem of connecting technical infrastructure with the surrounding area. Currently, the planned electricity and water supply systems have not been invested to the project boundary, while legal regulations on incentives and support for infrastructure connection for social housing are still lacking in specificity, causing difficulties for implementation.
In that situation, Deputy Minister Nguyen Van Sinh requested Ninh Binh to continue to direct strongly, strengthen coordination between departments and sectors to speed up construction progress, ensuring the target of completion in 2025./.
