During the 2026 New Year holiday, nearly 1,000 workers continued to diligently work on the Ninh Binh - Hai Phong expressway construction sites.

At the construction sites, the investor and contractors mobilised machinery, equipment, and nearly 1,000 workers to work throughout the holiday to shorten the project completion time.
Nguyen Quang Minh, Director of the Ninh Binh Provincial Management Board of Transport Investment and Construction Projects, said that contractors are currently deploying seven construction sites with approximately 500 machines and equipment and nearly 1,000 workers to accelerate the project progress.

"Currently, the construction volume has reached about 20%. We are striving to shorten the project construction time and complete it for operation in 2026. Currently, contractors are mobilising machinery and personnel to work three shifts a day," Minh said.
The Ninh Binh - Hai Phong expressway construction project’s section passing through former Ninh Binh province has a total length of 25.3 km, traversing Yen Thang ward and the communes of Yen Mo, Yen Tu, Khanh Nhac, Khanh Hoi, Khanh Trung, and Khanh Thien.
The expressway is designed to have four lanes with a speed limit of 120 km per hour. The total investment is over 6.86 trillion VND from the central and provincial budgets.
The project implementation period is from 2024 to 2026. The project is managed by the Ninh Binh Provincial Management Board of Transport Investment and Construction Projects. Its construction commenced in April 2025.
According to Minh, this is a key national transport project built to create new impetus for the socio-economic development of Ninh Binh province and the Red River Delta provinces.
Therefore, the province has directed localities and units to strengthen coordination to accelerate the land clearance progress for the project. This includes reviewing the entire land clearance process, focusing on coordinating the survey, implementing the construction of resettlement areas, and selecting qualified contractors to carry out the work.

Relevant departments and agencies are focusing on resolving difficulties and obstacles, and guiding localities in implementing land clearance work in accordance with regulations.
Ninh Binh province is planning to shorten the construction time of the project from six years (2024-2029) to three years (2024-2026). Therefore, the province has directed that land clearance be completed this year and construction be finished in 2026, he added.
To achieve the above objectives, the Ninh Binh Provincial People's Committee has assigned specific tasks to each unit. The investor, along with the People's Committees of the communes and wards through which the project passes, needs to focus resources, shorten the time, and accelerate the progress of land clearance, prioritising resettlement areas.
The Department of Agriculture and Environment, the Department of Finance, and the Department of Construction are tasked with supporting and guiding the resolution of issues related to compensation and resettlement.
The Provincial Management Board of Transport Investment and Construction Projects is fully responsible to the Ninh Binh Provincial People's Committee, assigning staff to closely monitor the construction site and promptly address any difficulties. They are also directed to instruct contractors to work overtime, increase shifts, and supplement manpower and resources in sections where land has been cleared./.
