This is the first session of new Ninh Binh province after mergingthe three provinces of Ha Nam, Nam Đinh andNinh Binh.
Prominent among those at the opening ceremony were Truong Quoc Huy, Secretary of the provincial Party Committee, Head of Ninh Binh’s delegation of NA deputies; Dinh Thi Lua, Standing Deputy Secretary of theprovincial Party Committee; Le Quoc Chinh, DeputySecretary of the provincial Party Committee and Chairman of the provincial People’s Council; Pham Quang Ngoc, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Mai Van Tuat, Deputy Secretary of the provincialParty Committee and President of theVietnam Fatherland Front Committee of Ninh Binh province.

In his opening remarks, Chairman of the provincial People's Council Le Quoc Chinh said that in a bid to create favourable condition for the local administrations to operate smoothly and stably after the mergence and to meet the requirements and tasks of the new period, the session will consider and decide on importantissues relating to personnelaffairs and apparatus of the provincialPeople’s Council, the Office of the delegationof NA deputies and agencies under the provincial People’s Committee.
In his speech, Secretary of the provincial Party Committee and Head of Ninh Binh’s delegation of NA deputies Truong Quoc Huy underscored that the first session was of historic significance, sothat delegates must focus on key tasks.

The provincial People’s Council needs to issue groundbreaking mechanisms and polices to create new momentum for socio-economic development, especially in the key fields of tourism, services, industry, organic agriculture, sciences and technology; digital transformation and high-quality human resources, he said.
It is necessary to give priority to developing synchronic infrastructure; preserving and promoting outstanding historical and cultural values of Ninh Binh, the official said.
Huy also noted that in an attempt to build Ninh Binh into a centrally-run city by 2035, the provincial People’s Committee and its subordinate agencies need to soon build mechanisms and policies for development.
In particular, it is necessary to immediately start planning and adjusting planning, especially investing in the route connecting the three previous cities (Nam Dinh, Hoa Lu, Phu Ly) and a number of key projects to develop transport infrastructure; promote investment in industrial infrastructure, connecting the infrastructure of industrial parks with national routes; attract international investors.
It is a must to study and propose policies to attract human resources,and focus on exploiting the potential cultural and historical strengths of the homeland to develop eco-tourism, sea tourism, cultural tourism, and entertainment tourism, he said.
At the same time, it is necessary to review all mechanisms and policies related to site clearance, resettlement, and social security of the three previous provinces to advise on unified and appropriate adjustments, Huy added.
With a spirit of democracy and high consensus, the provincial People's Council voted to pass four draft resolutions.
