Hoa Lu Boulevard, nearly 23 km long and with a total investment of over 1.9 trillion VND, connects the East and West economic zones and is expected to create momentum for economic development in Ninh Binh province and surrounding areas.
The Hoa Lu boulevard project is now basically completed and has been opened to traffic.
Initially named the East-West Road, Hoa Lu Boulevard was approved by the Ninh Binh Provincial People's Committee in 2021 with a total investment of nearly 1.5 trillion VND, later adjusted upwards by nearly 428 billion VND, using the state budget fund.
The road starts at the Dong Giao intersection in Tam Diep ward and ends at the intersection with National Highway 12B in Nho Quan commune.
After nearly four years of construction, the project is now basically completed and has been opened to traffic. Some remaining items such as service roads, tree planting, and drainage systems are continuing to be completed according to plan.
The North-South expressway runs below the Hoa Lu boulevard.
According to the design, phase 1 of the project has a scale of four lanes according to the standards of a second-class flat road, with a design speed of 100 km/h. The initial section to the Mai Son Expressway - National Highway 45 interchange, over 1.6 km long, has been completed with a road width of 70 metres and a scale of eight lanes.

Hoa Lu Boulevard is currently the largest boulevard in Ninh Binh province, wider than many North-South expressways.
The project requires the acquisition of nearly 164 hectares of land from numerous organisations and individuals in former Tam Diep city and Nho Quan district, affecting nearly 1,000 households. Land clearance for phase one of the project has been completed.
The project has four big roundabout.
Hoa Lu Boulevard is a key transport project, expected to connect the western and eastern ends of Ninh Binh province, and link with national arteries such as the North-South Expressway (Eastern section), National Highway 1, the coastal road, and the North-South railway.
During a site visit in late July 2023, Prime Minister Pham Minh Chinh assessed this as a "four-in-one" road, serving urban development, services, industry, and science and technology, opening up new development opportunities and contributing to reducing traffic congestion in Ninh Binh city and other localities in the province.
In early February, the contractor mobilised machinery to complete the service roads and connecting routes to Hoa Lu Boulevard at the North-South Expressway interchange and the final section of the route in Nho Quan commune.
After the completion of Hoa Lu Boulevard, Ninh Binh will implement a large-scale inter-regional connecting road project worth nearly 7 trillion VND. The project, spanning 32 km, starts in Binh Minh commune and ends in Tam Diep ward, connecting with Hoa Lu Boulevard to form a major inter-regional transportation axis running East-West.
The project is expected to be completed in 2028 and is anticipated to expand development space, create momentum for socio-economic development, and strengthen connectivity between the Northwest region and the Red River Delta and the North Central Coast./.
