One of the key contents of the plan is to unify the understanding throughout the entire political system regarding the role of culture. Accordingly, culture is no longer seen as a separate field, but is closely linked to socio-economic development and international integration, becoming a spiritual foundation and endogenous resource.
The plan aims to build comprehensively developed Ninh Binh people, while simultaneously creating a healthy cultural environment in both real life and the digital space. Movements to build a cultured lifestyle, promote lifelong learning, and educate about heritage continue to be implemented with the aim of improving quality and narrowing the gap in cultural enjoyment between regions.
Notably, the province has set many specific targets for 2030. These include the restoration of over 95% of special national historical sites; the contribution of cultural and tourism industries to approximately 10% of the GRDP; the formation of 5 - 7 large enterprises in the cultural sector; and the development of Ninh Binh into a national-scale film studio destination.
The vision for 2045 is for Ninh Binh to become a millennium-old heritage tourism city, ranking among the world's creative cities.
To realise these goals, the plan identifies institutional reform as a key step. The province will issue regulations on the management, preservation, and promotion of heritage values and increase investment and promote socialisation in the cultural sector; Simultaneously, emphasis will be placed on developing high-quality human resources in the cultural and artistic sectors.
Digital transformation is identified as one of the new driving forces. Initiatives such as digitising heritage, building open museums, digital libraries, and mobile theaters are being implemented to expand access to culture, especially for the younger generation.
In addition, the province aims to develop a creative cultural ecosystem, in which businesses play a crucial role, and the people are both creators and beneficiaries. The "Each Heritage Site - A Story - A Digital Product" model is included in the plan to increase the value of heritage, linking culture with tourism and commerce.
In the field of foreign affairs, Ninh Binh will strengthen international cooperation and promote the image of its culture, people, and heritage. Completing the dossiers for UNESCO recognition of outstanding heritage sites, along with organising large-scale cultural and tourism events, are identified as important tasks in the coming period.
