Striving to reach an economic growth rate of 12% right in the first quarter of 2025
Under the Government’s Resolution No. 25/NQ-CP dated February 5, 2025, Ninh Binh has been assigned to reach an economic growth rate of 12% in 2025, one of the six provinces and cities in the Red River Delta and one of the 17 provinces and cities nationwide expected to achieve double-digit economic growth.
Accordingly, the province has defined drivers for economic growth and built growth scenarios for each month and quarter. It has focused on renewing traditional economic drivers; spurring new economic drivers; effectively mobilising and using resources for development.
The province has also requested provincial departments, sectors, and localities to expedite synchronic tasks and measures to boost socio-economic development; regularly followed business and production activities of key enterprises; and promptly removed hindrances and difficulties for them to step up business and production.

Therefore, Ninh Binh has striven to reach a 12% growth rate right in the first quarter of 2025. As a result, in the first two months of the year, the province’s socio-economic situation saw sound outcomes.
The province’s industrial production value hit over 16.26 trillion VND, up 10.9% compared to the same period last year. Revenue of firms in industrial zones and clusters reached 13.13 trillion VND, while the index of industrial production saw a year-on-year increase of 9.67%.
Currently, Ninh Binh is speeding up construction of some key projects to spur economic growth of the province and the whole region such as the project on building Ninh Binh – Hai Phong expressway’s section running Ninh Binh province; the project on expanding the eastern North-South expressway’s Cao Bo-Mai Son section; the project on building East-West road (first phase); and the project on building a coastal road running through Ninh Binh in the first phase.
Aiming to eradicate makeshift and dilapidated houses before September 30, 2025
Ninh Binh has mapped out a plan to expedite the emulation movement of “Joining hands to eradicate makeshift and dilapidated houses” in 2025 with specific criteria and solutions.
In 2023 and 2024, the province provided financial support to over 900 households to build new houses or repair their old houses with a total sum of more than 78 billion VND.
To date, the province has allocated 88.55 billion VND for beneficiary households to build new houses or repair their old houses. Up to 412 households have started construction of new homes or repair of old houses, equivalent to 30% of the total makeshift and dilapidated houses in the province.
Ninh Binh is striving to complete the eradication of makeshift and dilapidated houses by the end of September this year.
It has also sped up the implementation of four social housing projects. Once completed, these projects would provide over 6,400 social housing units for the market.
Continuing to improve administrative reform index
Speaking at the working session, Secretary of the provincial Party Committee Doan Minh Huan said the province would make efforts and be determined to fulfill goals and tasks set by the central authorities.

The provincial People’s Committee put forth several petitions so as to remove hindrances and difficulties for local enterprises to recover and develop business and production.
Speaking at the working session, Son spoke highly of the province’s efforts and resolve to achieve an economic growth target of 12% right in the first quarter of 2025 and disburse public investment capital from beginning of the year.
The official also urged the province to steer local departments, sectors and localities to work with investors to eradicate all makeshift and dilapidated houses in 2025.
In addition, the province needs to devise measures to improve administrative reform index and publish administrative procedures on the national public service portal. In particular, Ninh Binh should reduce at least 30% of the time for handling administrative procedures, 30% of business costs and 30% of unnecessary business conditions, he stressed.
The delegation acknowledged the province’s petitions, especially its proposal to build Ninh Binh into a key province in developing the cultural industry, to report to the Prime Minister.
