Ninh Binh plans to develop urban areas and services along Day river’s banks

After merging with Ha Nam and Nam Dinh provinces, new Ninh Binh province has larger spaces along the two banks of Day river. Therefore, the province has devised a plan to develop urban areas and services along the river’s banks.

The Office of the Ninh Binh Provincial People's Committee has just announced the conclusion of Vice Chairman of the Provincial People's Committee Tran Anh Dung, after inspecting and surveying the investment plan to build a landscape road combined with an embankment for urban development and services on both banks of the Day river (from Non Nuoc bridge to Ben Moi bridge).
According to the leader of the Provincial People's Committee, the project is necessary to contribute to urban beautification and building a modern urban image with the province's identity.
In addition, it also helps to expand space, create room and motivation for development of the area on both sides of the Day river, fully promote the outstanding potential, competitive advantages and unique identity of new Ninh Binh province.
In order to effectively and reasonably implement the above project, the Provincial People's Committee requests the Department of Construction to urgently review related plans; advise and propose plans to establish and adjust the planning scheme to serve as a basis for project implementation according to regulations.

The Department of Construction is requested to review and study investment options to ensure they are reasonable and consistent with the viewpoint and orientation of urban development, meeting the requirements of expanding development space along the two banks of the Day river.
In addition, the Department of Construction must calculate design solutions to ensure optimisation, promote investment efficiency of projects that have been, are being and will be implemented in the areas, save costs, ensure feasibility, and be consistent with the ability to mobilise and balance capital sources.
The Provincial People's Committee requests the Department of Agriculture and Environment to proactively coordinate with the Department of Construction and related agencies and units in the process of seeking opinions from specialised agencies of the Ministry of Agriculture and Environment on design options related to irrigation and dykes.
The leader of the provincial People's Committee requests the People's Committees of Y Yen commune and Hoa Lu ward, related units and localities to strictly manage land and construction in the areas; resolutely not to allow violations of land, construction, speculation, and policy profiteering; review the current status of land on both banks of the Day river, propose solutions to ensure the most effective exploitation of land plots for socio-economic development.
The leader of the Provincial People's Committee affirmed that the landscape road combined with the embankment on both banks of the Day river is not only a technical infrastructure project but also a new urban architectural foundation, opening up a modern development space, connecting the ancient urban area and the future urban area, between traditional identity and the trend of green and sustainable development.
