A delegation from the Government, led by Minister-Chairman of the Government Office Tran Van Son, had a working session with Ninh Binh's leaders on November 4, focusing on production, business; import-export; infrastructure building, social housing, public capital disbursement; national target programmes; administrative simplification and two-level local administration in the province.

In the reviewed period, the province maintained its high growth and reaped comprehensive outcomes in all fields.
Its GRDP expanded by 10.45% to nearly 136 trillion VND, ranking third out of 34 provinces and cities nationwide.
The industrial production index (IIP) increased by 22.06% over the same period last year. Total retail sales of goods and service revenue reached more than 223 trillion VND, up 20%. Tourism revenue is estimated at 18.91 trillion VND, up 39%, with more than 17.6 million visitors, up 27.4%.
Total export turnover in the first 10 months reached 21.25 billion USD, up 64.6%, while imports reached 18.98 billion USD, up 83.1%.
Investment attraction and business registration developed strongly, with 7,150 newly established enterprises and affiliated units, up more than 82% over the same period, and total registered capital reached nearly 111 trillion VND.
State budget revenue reached 57.19 trillion VND, up 73.3%, equal to 76% of the estimate assigned by the provincial People's Council.
Disbursement of public investment capital reached 27.95 trillion VND, equivalent to 97.9% of the capital plan assigned by the Prime Minister, one of the localities with the highest disbursement rate in the country.
Along with that, Ninh Binh has strongly mobilised resources to invest in socio-economic infrastructure, especially the transportation system connecting regions, inter-regions, industrial zones and clusters.
Implementing the direction of the Government, the province has focused on the social housing development program. Up to now, the whole province is implementing 31 projects with about 28,348 apartments; of which, four projects have completed 2,426 apartments, striving to put into use an additional 4,461 apartments by the end of 2025, completing 100% of the assigned target.
After arranging and merging administrative units, the two-level local administration model in Ninh Binh has operated smoothly and stably. The province has completed the integration of 100% of online public services into the National Public Service Portal, with 1,966 services, reaching a rate of 90.3%.
In four months of operating the two-level local administration model, the whole province received more than 516,000 records, of which more than 454,000 records were online; the rate of timely settlement reached over 95%. Ninh Binh is currently one of four localities commended by the Government for effectively implementing the technology platform and organising the two-level government apparatus.
Concluding the working session, Son acknowledged and highly appreciated the outstanding and comprehensive results that the province has achieved since the beginning of the year.

He emphasised that the important task of the province at this time is to focus on reviewing and re-planning the development space in the direction of building on the potential and advantages of the locality, ensuring unity, synchronization and long-term; researching and planning urban development areas, expanding space and space, creating breakthroughs in socio-economic development, improving people's lives; mobilising and concentrating resources to invest in modernizing urban infrastructure, building smart, bright, green, clean, beautiful cities with their own identity, aiming for the goal that by 2030, Ninh Binh will become a centrally-run city with modern industry, high-quality tourism services, and green urban areas associated with heritage.
Son also requested the province to accelerate the implementation of key national projects, strategic projects of the province, develop social housing, rationally arrange public service units, continue to operate stably, smoothly, effectively the two-level local administration, have solutions to improve the score and ranking of administrative reform to better serve the people and businesses.
Acknowledging and clarifying some recommendations of the province, Son requested ministries and branches to receive, synthesize and report to the Government and the Prime Minister to study, consider, resolve, and promptly remove obstacles, soon promote socio-economic growth in the current period.
