From July 1, 2025, Ninh Binh province officially closed its own Public Service Portal, fully integrated into the National Public Service Portal, becoming a pioneer in administrative reform.
Currently, Ninh Binh province provides 1,966 online public services, of which 1,364 are full-process services. The rate of online records reached over 88%, after four months of mergence.
The system operates stably and transparently, contributing to reducing costs and time for people and businesses.
Dang Xuan Phong, Member of the Party Central Committee and Secretary of the Ninh Binh Provincial Party Committee, said that the province has seriously implemented the directions of the Party Central Committee and the Government, achieving many positive results after rearranging administrative units and operating the two-level local administration.
The administration apparatus quickly stabilised, political security and social order were maintained, and economic growth remained at a high level.
After nearly five months of implementing the two-level local administration model, communes and wards in the province have basically operated stably and smoothly. Party committees and authorities of communes and wards have focused on overcoming difficulties, serving people and businesses better and better, contributing to promoting the socio-economic development of the province.
The arrangement, assignment and use of cadres, civil servants and public employees at the commune level have received special attention from Party committees and authorities at all levels. Up to now, 100% of the public administrative service centres in communes and wards have fully met the requirements of facilities and equipment.
According to the official, as a result of implementing the two-level local administration model, the Party Committees of communes and wards in the province have been very active and proactive in arranging and perfecting the organisational apparatus and staff organization, ensuring the stable and smooth operation of the grassroots political system.
However, because it is a new model with no precedent, it is inevitable that there will be initial confusion during the organisation and implementation process.
Ninh Binh province has directed authorities at all levels and sectors to proactively review and develop a master plan for arranging and organising the contingent of cadres, civil servants of the Party, mass organisations and commune authorities in a scientific and reasonable manner.
Along with that, it steps up the mobilisation and assigment of cadres to ensure harmony and efficiency, associated with the promulgation of appropriate support and incentive mechanisms and policies.
Ninh Binh prioritises investment in and upgrading of offices, public spaces, and facilities serving cultural, medical, and educational activities; ensuring working facilities and equipment for communes and wards after the arrangement.
Based on specific situations, the province is considering the establishment of a Project Management Board or a Public Service Centre at the commune-level, while promoting the decentralisation of finance and staff to promote the initiative and creativity of local authorities./.
