This plan not only concretises policies from the central to local levels but also arouses the cooperation of the business community and people in the journey to create a sustainable economy.
A "green" stepping stone to 2030 and a circular economic vision until 2035
According to Plan No. 88/KH-UBND recently issued by the Provincial People's Committee, the period up to 2030 is identified by Ninh Binh as an important stepping stone towards sustainable development with a series of specific and ambitious goals. The province focuses on resource management by optimising the exploitation and use of land, water, and minerals.
In the field of waste treatment, Ninh Binh is determined to increase the collection and treatment rate of urban solid waste to 95%, rural to 90%, while thoroughly treating 100% of hazardous solid waste according to regulations and reducing the rate of direct burial of urban solid waste to below 30%.
Ninh Binh also pays special attention to emission reduction and recycling, with the goal of reducing at least 30% of solid waste generated compared to 2020 and recycling at least 50% of solid waste, prioritising plastic and organic waste.
Regarding wastewater treatment, the province aims to collect and treat over 20% of urban wastewater to standards and ensure that 100% of industrial parks and industrial clusters have centralised wastewater treatment systems that meet environmental standards.
To improve energy efficiency and develop the digital economy, Ninh Binh aims to reduce primary energy consumption by 1.0-1.5% per year on average and increase the proportion of the digital economy contributing to over 30% of GRDP. At the same time, the province is committed to protecting the environment by maintaining a stable forest coverage rate of 19.6% and continuing to synchronously and effectively implement green growth solutions in a smart and sustainable direction.
With a long-term vision to 2035, Ninh Binh not only aims to maintain and promote the achievements in the 2030 period but also to create a comprehensive circular economy, associated with innovation, enhancing competitiveness, achieving economic prosperity, environmental sustainability and social justice.
Key tasks and solutions
To realise this challenging goal, the Ninh Binh provincial People's Committee has set out a series of key tasks and solutions, including strengthening the information and education work to improve understanding, skills and promote good circular economy behaviors in the community; developing, adjusting and supplementing legal regulations and support policies to create a favourable legal corridor for the development of circular economy; supporting businesses, organisations and individuals to apply circular economy models in production, business and consumption; and enhancing the effectiveness of waste management at all stages, from reduction, reuse to recycling, towards the goal of zero waste.
The province also aims at promoting linkages and cooperation between stakeholders and establishing a system to monitor and evaluate the effectiveness of circular economy implementation. The plan also clearly identifies priority sectors and fields applying circular economy until 2035 in Ninh Binh, including agriculture, forestry and fisheries; industry; services and tourism; construction and transport; waste management; urban development, concentrated residential areas, industrial parks, industrial clusters and concentrated production, business and service areas.
In particular, Ninh Binh prioritises the implementation of circular economy in the field of waste management before 2030, while encouraging industries with great potential for emission reduction, efficient use of resources and creation of high added value to proactively apply circular economy solutions early. The province also encourages other industries and fields not in the priority list to proactively participate in this transformation process.
With a specific action plan and the synchronous participation of authorities at all levels, businesses and people, Ninh Binh is demonstrating a strong determination in building a green, sustainable and prosperous economy in the future./.
