Renewing mindset and standardising digital data systems
Under its 2026 Investment Promotion Programme, Ninh Binh is focusing on attracting strategic investors with strong financial capacity, advanced technologies and modern management practices.
A key development in recent implementation has been the accelerated digitalisation of investment information. The province has compiled and updated investment promotion materials in five languages Vietnamese, English, Korean, Japanese and Chinese incorporating QR codes. It is also expediting the development of the smart digital platform “Ninh Binh IPA Digital” to provide transparent, real-time data.
In the first 10 months of 2026 alone, the provincial Centre for Investment and Trade Promotion welcomed and assisted 44 delegations, agencies and organisations, two localities, and 11 domestic and international working delegations exploring cooperation opportunities, providing them with a total of 1,085 sets of information materials.
Communications and promotional activities have also been stepped up through the centre’s website, newspapers, magazines and television reports.
Strengthening economic diplomacy and connecting with key markets
The year 2026 has marked new progress in international cooperation on investment promotion. Alongside consolidating traditional markets, Ninh Binh has sought to make breakthroughs in key markets such as Japan and the Republic of Korea, while gradually tapping potential markets in line with the province’s investment attraction strategy.
To attract high-quality capital, the provincial People’s Committee issued Decision No. 3231/QD-UBND on August 27, 2026, establishing the Japan Desk Ninh Binh to promote and support investment from Japan. The specialised unit serves as a direct point of contact for Japanese businesses, helping address difficulties, meet labour recruitment needs and facilitate investment.
In parallel with adjusting investment promotion programmes to align with working visits to the Republic of Korea, the provincial Centre for Investment and Trade Promotion signed a cooperation agreement for 2026 2030 with the Vietnam-Korea Investment Development Joint Stock Company, focusing on industrial park and industrial cluster infrastructure, as well as urban development.
The centre has also coordinated research with the High-Tech Innovation Centre under the Vietnam Academy of Science and Technology and the HITC Institute for Innovation to develop a workforce networking system serving industrial parks and clusters.
Supporting businesses and developing industrial cluster infrastructure
Beyond attracting new projects, Ninh Binh remains committed to partnering with businesses and supporting their development. Initiatives such as “Government accompanies businesses Businesses drive development,” chaired by the provincial People’s Committee Chairman, have provided an open forum for addressing bottlenecks in industrial park and cluster infrastructure.
Through cooperation agreements signed with three local infrastructure developers for the 2026 2030 period, the province has stepped up industrial cluster development and effectively attracted secondary investors, with three investors having officially established a presence in industrial clusters.
At the same time, the province has supported local businesses in participating in major events, including InnoEx 2026 in Ho Chi Minh City, creating further opportunities for them to keep abreast of innovation trends and expand their partner networks.
In the fourth quarter of 2026 and throughout 2027, Ninh Binh plans to organise key investment promotion conferences in Ho Chi Minh City and meetings with Japanese and Chinese investors, while maintaining quarterly dialogue with businesses.
With an increasingly integrated digital data system, innovative approaches and decisive action, Ninh Binh is gradually advancing its goal of expanding investment opportunities and establishing itself as a safe, attractive and reliable destination for domestic and foreign investors./.
