The implementation of a cooperation agreement between the People’s Committee of Ninh Binh province and the administration of Asan city is opening up numerous opportunities for local workers to access a modern and professional work environment in the Republic of Korea (RoK), particularly in the field of high-tech agriculture.
According to the provincial Department of Home Affairs, on October 31, 2025, the People’s Committee of Ninh Binh province and the administration of Asan city signed the “Cooperation Agreement on the Dispatch and Reception of Seasonal Workers in the Republic of Korea.”
This marks an important milestone in the friendly cooperation between the two localities, concretely implementing the policy of international integration, expanding the overseas labour market, and providing opportunities for Ninh Binh workers to improve their skills, expertise, and income.
Under the agreement, the programme focuses on selecting seasonal workers in the agricultural sector in Asan city. Eligible candidates are long-term residents of Ninh Binh province, aged between 30 - 50, in good health to work abroad. Priority will be given to workers from poor or near-poor households, ethnic minorities, those who have lost agricultural land, or family members of individuals recognised for contributions to the revolution. The programme plans to select between 50 - 100 workers annually, depending on the RoK’s labour demand.
A notable feature of the programme is its commitment to safe working conditions and protecting workers’ rights, including accommodation arrangements, provision of personal protective equipment, participation in occupational accident insurance, and support throughout their stay and work in Asan city.
The agreement also clearly defines the responsibilities of each party in worker selection, Korean language training, guidance on immigration procedures, protection of workers’ legal rights and interests, and strengthened coordination to prevent illegal residency or violations of the law while working abroad.
The effective implementation of the seasonal labour cooperation programme with Asan city not only helps create jobs and increase income for residents but also provides local workers with access to advanced agricultural technology and techniques from the RoK, thus boosting labour restructuring, enhancing human resource quality, and contributing to the socio-economic development of Ninh Binh province in the new period./.
