Ninh Binh expands rental housing supply

The province is expanding its social and rental housing supply, shifting its focus beyond homes for sale to include more rental units that are affordable for workers and people on low incomes.

According to the Ninh Binh Department of Construction, 14 social housing projects are currently under construction across the province, with a combined total of 14,884 apartments. Another 20 projects have received in-principle investment approval, representing approximately 23,587 additional units.

In 2026, three projects are expected to be fully completed, delivering 1,978 apartments, while seven projects are scheduled for partial completion, providing a further 2,227 units. Another seven projects are expected to break ground during the year.

Alongside the development of social housing, Ninh Binh is also accelerating projects to provide accommodation for industrial workers.

The province currently has 13 worker accommodation projects with a total planned capacity of 9,258 apartments. Three projects, comprising 1,529 units, have already been completed. Six projects with a combined 6,837 units are under development, with 4,633 units expected to be completed in 2026. Four additional projects, totaling 892 units, have received in-principle investment approval.

Ninh Binh has also designated 74 sites for the development of social and rental housing, covering a total area of approximately 555.6 hectares.

The proposed sites are generally located near urban centeres, industrial parks, economic zones and other areas where housing demand is high, according to the provincial authorities.

Chu Duc Long, Deputy Director of the Ninh Binh Department of Construction, said demand for social housing would remain substantial in the coming years under the province's revised housing development programme for 2021-2030.

By 2030, the province is projected to require approximately 71,576 social housing units. Of these, around 47,830 units will be needed for low-income earners and other groups eligible for social housing support, while 6,417 units will be designated for the armed forces and approximately 17,329 units will be developed as accommodation for industrial workers.

Demand for rental housing is also expected to remain strong. Surveys indicate that Ninh Binh will need approximately 34,192 rental housing units by 2030, including about 17,329 units for industrial workers.

"Alongside the implementation of rental housing projects, Ninh Binh is reviewing surplus and underutilised public buildings and land to assess their potential for conversion into rental housing," Long said.

He added that renovating and repurposing these facilities would help make more effective use of existing public offices while creating additional resources for the development of rental social housing for low-income residents, workers and people who cannot yet afford to purchase a home./.
