Ninh Binh enhances connectivity, expands cooperation with Russian partners

Continuing its foreign affairs in 2026, a delegation from Ninh Binh province, led by Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, paid a working visit to the Russian Federation from September 29 to October 2.

Saint Petersburg is ready to expand channels of connectivity and step up the exchange of experience in the operations of elected bodies and urban governanceas well as experience in preserving and promoting the value of world heritage with Ninh Binh province, he said.
For his part, Chinh briefed the hosts on Ninh Binh and expressed his belief that the visit and working session would open up an effective channel of connectivity between the Ninh Binh Provincial People's Council and the St. Petersburg Legislative Assembly, contributing to greater mutual understanding and promoting friendship and cooperation between the two localities. This, in turn, would make a practical contribution to the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.

Vyacheslav Gennadievich Kalganov, Vice Chairman of the St. Petersburg Committee for External Relations,briefed the delegation on the city's functions, tasks, organisational structure and external relations, while sharing experience in implementing international cooperation activities at the local level, maintaining relations with foreign partners and promoting exchanges in areas of mutual interest.
Speaking at the session, Chinh asked the Committee for External Relations to provide information on the city's international cooperation orientations and support Ninh Binh in connecting with relevant agencies, organisations and businesses, thereby expanding cooperation in areas of mutual interest.
He also proposed promoting exchanges between the two sides' specialised agencies in education and training, science and technology, trade, investment and tourism. In particular, Ninh Binh wishes to enhance the exchanges of experience with St. Petersburg in the preservation and restoration of cultural and architectural works, museum management, and the development of sustainable heritage tourism.

Minister-Counsellor and Head of the Political Affairs Section Nguyen ThiThanh Thuy briefed the delegation on Vietnam Russia relations and the situation in Russia, as well as major achievements in bilateral cooperation across political and diplomatic affairs, economy and trade, defence and security, education and training, science and technology, culture, tourism, and people-to-people exchanges.

She said the embassy would support and facilitate Ninh Bình’s efforts to strengthen connections with Russian agencies, organisations, localities and partners, promote information sharing, and expand cooperation in areas of mutual interest.
Chinh expressed his sincere appreciation to the embassy’s officials and staff for their thoughtful reception of the delegation, support in connecting the delegation with partners, and assistance in preparing the province’s working programme.
To ensure practical outcomes from the visit, he requested the embassy to provide advice and information on the Russian market and potential partners, and to support Ninh Binh in connecting with Russian localities, specialised agencies, universities, research institutes and businesses in areas suited to the province’s needs. These include the operations of elected bodies, urban management, heritage preservation, industry, agriculture, science and technology, and human resource training.
Chinh also called for the embassy’s support in promoting Ninh Binh’s image, potential, investment environment and tourism products, as well as in connecting the province with the Vietnamese community, intellectuals and Vietnamese entrepreneurs in Russia to help advance cooperation with Ninh Binh.
The delegation’s working visit to Russia contributed to strengthening links between Ninh Bình and Russian agencies, localities and partners, while opening up new avenues for exchanges and cooperation in the future. The visit also helped concretise the Comprehensive Strategic Partnership between Vietnam and Russia./.
