As a result, it successfully accomplished and surpassed15 out of 15 socio-economic development targets, thus creating a foundation for completing the goals set by the 22nd provincial Party Congress for the 2020-2025 tenure and consolidating the province’s confidence and strength to enter into a new era – the era of the nation’s rise.
In 2024, the province continued to renewing its leadership and direction; recognized difficulties and challenges; mobilised and used resources effectively; attracted investment; step up administrative reforms; and created favourable conditions for local people and firms to develop business and production.
Thanks to these efforts, Ninh Binh’s socio-economic situation has seen comprehensive progress in all fields. It has fulfilled and surpassed 15 out of 15 major targets. The province’s gross regional domestic production (GRDP) is estimated to increase by 8.56%, ranking 5th out of 11 cities and provinces in the Red River Delta and ranking 17 out of 63 provinces and centrally-run cities nationwide.
It’s state budget revenue reached over 20.5 trillion VND (836 million USD), surpassing the estimate by 11%.
Notably, the province’s master planning scheme for 2021-2030 with a vision to 2050, which was approved by the Prime Minister, has defined a target for Ninh Binh to turn itself into a growth pole of the whole country.
The province promptly defined its key economic sectors, such as becoming a national hub of automobile manufacturing and assembly, tourism hub, fruit and vegetable processing and exporting and event organizing.
Currently, Ninh Binh is one of the leading automobile mechanic centres in the country.
Hyundai Thanh Cong Automobile SJC has a total capacity of 208,000 cars per year. It products account for 20% of the domestic market. To date, Hyundai Thanh Cong has exported five batches of Hyundai Palisade cars to Thailand.
It also plans to export over 2,400 cars to other regional countries in the 2024-2025 period.

The development of Hyundai Thanh Cong has affirmed and advertised “Made in Vietnam” cars, thus lifting the country’s position in the world automobile industry map.
The development of automobile industry has helped Ninh Binh attract resources, especial FDI into the automobile and supporting industry, raising the province’s industrial production value to 15.52 trillion VND, a year-on-year increase of 11%. Its industrial index of production rose by 10.29% - the highest-ever figure.
The province has also affirmed its role as a national tourism hub. Ninh Binh has become a bright spot in the national and international tourism maps. It has been named among top leading destinations in Vietnam and highly evaluated by domestic and world organisations. Ninh Binh was named on the list of 10 most attractive experiences in 2024, entered the top 10 friendliest destinations in the world and placed fourth in the “Top 10 Crowd-Free New Wonders of the World”. Trang An Scenic Landscape Complex has been honored with the "Impactful destination" award at the Kotler Awards 2024.
The province welcomed more than 8.7 million tourist arrivals, up 26.5% compared to the figure of 2023 and surpassing the yearly plan by 16%. Of the total, the number of international travellers reached 1.5 million, the highest figure so far. The tourism sector earned nearly 8.9 trillion VND, posting a year-on-year increase of 35.9% and surpassing the yearly plan by 7.8%.
Moreover, the province boasts numerous potential to turn itself into an event hosting destination at the national and international levels.
In 2024, the province successfully organised a wide range of seminars, conferences, and cultural events, such as international dance festival, The Music of ABBA, Miss Cosmo 2024, the third Ninh Binh Festival 2024.
These activities showed the province’s efforts in carrying out the provincial Party Congress’s resolution on developing cultural industries in the period of 2025-2035 with a vision to 2050.
In 2024, the agro-forestry-fishery sector’s GRDP value reached 4.82 trillion VND, up 2.7% compared to the previous year. Its average production value reached nearly 160 million VND per hectare, 1.3% higher than the yearly plan.
The new-style rural area building has reaped considerable achievements. By the end of 2024, Yen Khanh and Yen Mo districts had got the status of advanced new-style rural areas; 65 communes have met standards of advanced rural new-style areas while 24 others have been recognised as model new-style rural areas. The province is striving to complete tasks of building new-style rural areas in 2025.
Urban area development has seen breakthroughs. The province has accomplished the arrangement of administrative units at district and commune levels in the 2023-2025 period and established Hoa Lu city based on the mergence of Ninh Binh city and Hoa Lu district.
This event is of important significance and a decisive milestone for the province’s socio-economic development and created momentum for Ninh Binh to develop into a centrally-run city with characteristics of a millennium heritage and creative city by 2035.
Last year, transport infrastructure has been invested while numerous transport projects have been built and completed, thus opening up opportunities for development in the following tenures.
2025 is a pivotal year to successfully accomplish the targets set by the 22nd provincial Party Congress, therefore the Party Organisation, administration, soldiers and local people must continue to uphold intelligence, power and cultural identity to carry out the following tasks:
First, continuing to implement the Party Central Committee, the provincial Party Committee and the provincial People’s Council’s policies and resolutions on developing green economy sustainably in combination with renewing and improving the quality of growth; restructuring economic sectors comprehensively; removing all hindrances and creating space for new growth. Developing tourism and culture industries into spearhead economic sectors. The province aims to reach an economic growth rate of 12% in 2025.
Second, focusing on rearranging and streamlining the apparatus in line with the 12th Party Central Committee’s Resolution No.18-NQ/TW dated October 25, 2017. Strictly implementing the Party General Secretary’s direction on wastefulness prevention and control, and the Politburo’s Resolution No.57-NQ/TW on scientific and technological development, innovation and digital transformation.
Third, completing modern and synchronic infrastructure system, especially transport infrastructure; stepping up urban and cultural development. The province expects to reach an urbanization rate of 45.1% in 2025.
Fourth, resolving harmonic relations between economic development and environmental protection; developing green economy, and protecting and developing forests sustainably, especially special use forests, protected forests and developing biodiversity.
Fifth, fostering cooperation with international partners; stepping up economic and cultural diplomacy; connecting markets; attracting investment and promoting international cooperation, especially in restoring, upgrading and promoting the values of Hoa Lu ancient capital; coordinating with international units, organisations and UNESCO in promoting the global values of Trang An World Cultural and Natural Heritage and advertising Ninh Binh’s culture, nature, people to domestic and foreign friends.
Sixth, enhancing patriotic emulation movements and promoting the role of socio-economic organisations to create social consensus and consolidate the spirit of unity so as to fulfill socio-economic development tasks in 2025, thus generating momentum for the province to step into a new period of development.
