In the Notice, Deputy PM Long acknowledged, highly appreciated and commended the efforts of the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies in organising and implementing the work of the two projects. However, the implementation process still faces many difficulties and obstacles and there are no specific solutions to resolve them promptly and thoroughly.
The Deputy PM requested the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies to be more determined, make more efforts, be more proactive and focus on synchronously, resolutely and effectively implementing the tasks and solutions set out to achieve the goal of completing and putting the two hospitals into use before November 30, 2025.
Resolving difficulties and obstacles of the two projects
In particular, the Deputy PM requested the Ministry of Health to continue to proactively follow the actual situation; monitor and review the weekly and monthly progress of all work items at the two projects.
In the immediate future, the Ministry of Health must closely coordinate with the Ministry of Construction and relevant agencies to completely resolve difficulties and obstacles in the preparation and appraisal of the mechanical and electrical and interior estimates of the two projects, especially focusing on consolidating, perfecting, improving the capacity and operational efficiency of the Project Management Board.
The Ministry of Health must direct the Viet Duc Friendship Hospital and Bach Mai Hospital to organise recruitment, training, arrangement, and human resource allocation and proactively coordinate with relevant agencies to develop plans on operating mechanisms, financial mechanisms, and human resource utilization to prepare operating conditions immediately after the completion and handover of the two projects.
The Ministry of Public Security must direct relevant agencies to coordinate with the Ministry of Health and the Project Management Board to review and ensure conditions for acceptance of fire prevention and fighting work upon completion of the two project works.
The Ministry of Finance is requested to coordinate with the Ministry of Health and the Project Management Board to study, review, and propose solutions to resolve difficulties and problems related to payment mechanisms for completed items of the two project works.
The Ninh Binh Provincial People's Committee is tasked to closely coordinate with the Ministry of Health, Project Management Board, Viet Duc Friendship Hospital and Bach Mai Hospital to prepare housing areas for officials, doctors, medical staff, and workers working at the second facilities of the two hospitals and ensure the necessary conditions for convenient and effective use immediately after the completion of the two projects.
