Ninh Binh province’s GRDP growth was estimated to reach 10.82% in the first half of 2025, ranking among the country’s top provinces and centrally-run cities.

Industrial production flourished, while tourism activities saw breakthroughs and services enjoyed strong development, creating a solid foundation for Ninh Binh to reach the goal of two-digit economic growth rate in 2025.
According a report released at a conference of the Ninh Binh provincial People’s Committee, in the first half of 2025, Ninh Binh’s GRDP was estimated to reach 88.96 trillion VND, up 10.82% year on year, ranking 4th among 34 provinces and cities nationwide.
All economic pillars of Ninh Binh recorded positive growth. The industrial index of production (IIP) in the first 6 months of the year increased by 22.4% compared to the same period in 2024, clearly reflecting the strong recovery of the industrial sector, especially the processing, manufacturing and production of components and equipment.
The trade and service sector continued to expand. In particular, tourism continued to play a bright spot with the number of visitors to the province reaching 14 million, generating revenue of over 12.7 trillion VND, an increase of 39.87% over the same period last year.
Ninh Binh has successfully organised many cultural and political events, and large conferences of national and international significance, thereby promoting the image and spreading unique heritage values.
Agriculture continued to maintain stability with safe production models and clean agriculture developing. The programme of building advanced and exemplary new rural areas has been stepped up. Up to now, all three provinces - Nam Dinh, Ha Nam and Ninh Binh, now forming new Ninh Binh province, have been recognised by the Prime Minister as having completed the task of building new rural areas. Cultural and social affairs have made many advances, and the material and spiritual life of the people has been constantly improved.
Investment attraction has been given attention with many large-scale projects being promoted. Foreign affairs and international cooperation activities have been expanded.

Speaking at the conference, Chairman of the provincial People's Committee Pham Quang Ngoc emphasised the need for departments, branches and localities to quickly stabilise the organisation after the merger, complete regulations, assign tasks, and arrange the right staff for the right jobs, in accordance with reality.
Along with that, agencies need to review and ensure adequate facilities, equipment, and working conditions for officials and civil servants; ensure practical and economical means of transport and avoid waste, he said.
To maintain a double-digit GRDP growth rate throughout 2025, Ngoc requested units to urgently develop specific growth scenarios for the last six months of the year. Special attention should be paid to not allowing socio-economic development tasks to be interrupted due to the administrative merger process, he stressed.
