Ninh Binh province has allocated up to 19 trillion VND (approximately 745 million USD) in public investment capital for transport infrastructure in 2026. Facing mounting pressure to meet disbursement targets, provincial authorities are urging investors, contractors and local administrations to remove bottlenecks related to land clearance, construction materials and project implementation in a bid to accelerate key transport projects.

Prime Minister Le Minh Hung on April 24 called for stronger action against fragmented public investment, while stressing greater accountability among leaders to ensure 100% disbursement of public investment capital as planned, helping support the Government’s double-digit growth target.

The NSO noted that the Republic of Korea (RoK) and Singapore were the largest investors during the period, each registering over 1 billion USD in newly committed capital, accounting for a significant share of total foreign investment inflows into Vietnam.

Thanks to the flexibility in allocating capital for public investment projects, Ninh Binh province has risen to the top of the country in terms of capital disbursement rate.

Viet Nam disbursed 553.25 trillion VND (20.98 billion USD) in public investment over the past 11 months, equivalent to 60.6% of the plan set by the Prime Minister and up 2.4% year-on-year, the Ministry of Finance reported.

Ninh Binh province is one of the localities with the highest rate of public investment disbursement in 2025 in the country, reaching nearly 94% of the assigned plan.

Public investment should serve as a key driver of growth, acting as seed capital to catalyse and mobilise all social resources, thereby fostering economic expansion, creating jobs and livelihoods, and improving the material and spiritual well-being of the people, PM Pham Minh Chinh stated.

The Ministry of Finance aims to reach a public investment disbursement rate of 60% by the end of the third quarter and 100% by the year's end.

In the public investment plan for 2025, the Prime Minis allocates over 9.75 trillion VND (407 million USD) to Ninh Binh province. To date, the provincial People’s Council has completed the allocation of the assigned capital plan. Of which 3.55 trillion VND comes from the central budget and over 6.2 trillion VND from the province’s budget.

The dispatch highlighted that the detailed allocation of the capital accounted for only 96.07% of the Government leader’s assigned target as of January 23, with some 84.84 trillion VND (3.32 billion USD) remaining unallocated across 26 central agencies and 48 localities.Ministries, sectors, and localities are urged to speed up the allocation and disbursement of the public investment in 2025.
