Ninh Binh ready for pilot run of Intelligent Operations Centre

Leaders of the Ninh Binh Provincial People’s Committee on July 22 reviewed progress on the pilot implementation of the Intelligent Operations Centre (IOC) and the province’s digital citizen application, NinhBinh-S.

The IOC model and the NinhBinh-S application entered a six-month pilot phase on July 9, 2026. The trial systems are scheduled to begin operations on August 10.

The pilot will be implemented at the provincial level, across relevant departments and agencies, and in 13 selected communes and wards.

The IOC is designed to connect and integrate data from existing systems through the Local Government Service Platform (LGSP) and the province’s shared data repository, while synchronising with the provincial reporting information system. It will feature executive dashboards to support decision-making and test seven operational scenarios covering socio-economic management; the administration’s engagement with citizens and businesses; public service monitoring; online direction and implementation of Resolution No. 57 and centrally assigned tasks; healthcare; education; and land administration.

Meanwhile, the NinhBinh-S application offers 17 digital services and utilities grouped into six categories, including citizen feedback, public services, transport, communications and news, healthcare, education, tourism, culture, and personal utilities. Priority functions include incident reporting as well as public communications and alert services.

According to the provincial Department of Science and Technology, the key conditions required for the pilot have largely been completed. Technical infrastructure has been deployed with 14 servers, centralised storage, load-balancing systems, dedicated domain names, and personnel assigned to operate and maintain the platform.

At the meeting, Vice Chairman of the Ninh Binh Provincial People’s Committee Dang Thanh Son commended the commitment and proactive efforts of compentent agencies and the 13 pilot communes and wards.

He called on departments, agencies and local authorities to strengthen coordination in carrying out assigned tasks, continue refining the pilot systems’ functions, and ensure timely reporting of developments in areas of public interest, including the disbursement progress of public investment projects, to better support the administration’s leadership and governance./.
