Ninh Binh leaders work with VCCI on cooperation in investment promotion, business support

The Ninh Binh Provincial People's Committee on July 23 held a working session with the Vietnam Chamber of Commerce and Industry (VCCI) to discuss stronger cooperation in investment promotion, business support and several proposed investment projects in the province.

The session was attended by Chairman of the Provincial People's Committee Nguyen Thanh Binh; Vice Chairman of the Provincial People's Committee Tran Anh Dung; Vice Chairman of the Provincial People's Committee Nguyen Cao Son; and VCCI Vice President Hoang Quang Phong, among others.
Speaking at the meeting, Phong commended Ninh Binh's socio-economic achievements and its continued efforts to improve the investment climate and support the business community.
He noted that the province's strategic location, increasingly modern transport infrastructure and strong potential in industry, agriculture, the marine economy and tourism position it as an attractive destination for both domestic and foreign investors.
Phong affirmed that VCCI would continue working closely with the Provincial People’s Committee to promote investment and trade, strengthen connections with the business community and introduce capable investors to the province.
VCCI would further enhance its role as a bridge between enterprises and state managementagencies by promptly conveying business concerns and facilitating solutions to improve the investment and business environment, he added.
At the meeting, both sides agreed to study the establishment of a direct coordination mechanism between the Ninh Binh Provincial People's Committee and VCCI. The mechanism is intended to support domestic and international investors seeking investment opportunities in the province and facilitate administrative procedures related to licensing, planning and land clearance in a more efficient and streamlined manner.
The two sides also agreed to strengthen cooperation in organising investment and trade promotion activities in line with the Politburo’sResolution No. 10-NQ/TW dated June 8, 2026,on the development of the foreign-invested sector, and Resolution No. 68-NQ/TW dated May 4, 2025, on the private sector development.
As Ninh Binh has recently approved adjustments to its Provincial Master Plan for 2021 2030, with a vision to 2050, investment conferences and promotional forums are expected to help publicise the updated development plan, showcase the province's competitive advantages and development orientation, and attract high-quality investment.
VCCI also proposed studying the development of a Vietnam Agricultural and Food Supply Chain Complex in the province.
Under the proposal, the project would cover approximately 300 hectares, with the first phase spanning around 100 hectares. Planned components include cold storage facilities, a logistics centre, an inland container depot (ICD), a product showcase center, cultivation areas, exhibition and conference facilities, an agricultural trading information center, and production and processing workshops.
The project is expected to become a major export gateway for agricultural products and processed foods from the Red River Delta to China and other international markets. It is also envisioned as the foundation for an integrated ecosystem linking raw material production, processing, logistics, exports, tourism and cross-border trade.
Addressing the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Dung said the proposed agricultural and food supply chain complex is consistent with the province's development strategy, particularly in deep processing, logistics and value-added agricultural production.
He said the Provincial People’s Committee would assign relevant agencies to work with VCCI and potential investors to conduct detailed feasibility studies, identify a suitable location and ensure the project complies with planning, land use and environmental protection requirements while delivering long-term economic benefits./.
